Цель. Охарактеризовать инновационные подходы к определению теоретических аспектов государственного управления топливно-энергетическим комплексом.
Процедура и методы. Методологический инструментарий работы представляет собой общенаучные (анализ, синтез, дедукцию, индукцию) и специальные (экономикостатистические, организационно-функциональные, сравнительные, экспертные, экономикоматематические и эконометрические) методы исследования в ракурсе междисциплинарного подхода.
Результаты. В статье дано развёрнутое определение понятию топливного-энергетического комплекса в Российской Федерации. Выделены основные направления, определены роль и требования государственной политики в развитии ТЭК, основной акцент сделан на законодательном регулировании комплекса с приведением действующих нормативноправовых актов, связанных с Энергетической стратегией на период до 2035 г.
Теоретическая и практическая значимость. Представленные положения и выводы вносят вклад в развитие теории государственного управления в части разработанных методик государственной энергетической политики. Практическая значимость исследования заключается в привнесении сформированных в работе теоретико-методологических положений и методических рекомендаций в практику формирования и реализации государственной промышленной политики, государственного проектирования. Полученные результаты могут быть использованы в практической деятельности при межуровневом взаимодействии органов власти, что может способствовать достижению показателей устойчивого развития социально-экономических систем как федерального, так и локального уровней даже с учётом имеющихся внешних угроз. Возможно также использование представленных выводов и рекомендаций при разработке учебно-методических комплексов для студентов профильных направлений подготовки.
Aim. To characterize innovative approaches to the definition of theoretical aspects of state management of the fuel and energy complex.
Methodology. The methodological tools of the work are general scientific (analysis, synthesis, deduction, induction) and special (economic-statistical, organizational-functional, comparative, expert, economic-mathematical and econometric) research methods from the perspective of an interdisciplinary approach.
Results. The article gives a detailed definition of the concept of the fuel and energy complex in the Russian Federation. The main directions are highlighted, the role and requirements of state policy in the development of the fuel and energy sector are defined, the main emphasis is placed on the legislative regulation of the complex with the introduction of existing regulatory legal acts related to the Energy strategy for the period until 2035.
Research implications. The presented provisions and conclusions contribute to the development of the theory of public administration in terms of the developed methods of state energy policy. The practical significance of the research lies in the introduction of theoretical and methodological provisions and methodological recommendations formed in the work into the practice of forming and implementing state industrial policy, state design. The results obtained can be used in practical activities in the inter-level interaction of authorities, which can contribute to the achievement of indicators of sustainable development of socio-economic systems at both the federal and local levels, even taking into account the existing external threats. It is also possible to use the presented conclusions and recommendations in the development of educational and methodological complexes for students of specialized areas of training.
