Рассмотрены модели пенсионного страхования, которые в настоящее время сложились в рамках Содружества Независимых Государств (СНГ) для трудовых мигрантов. Показаны недостатки пенсионной модели, существующей в большинстве стран СНГ, которая базируется на территориальном принципе. Обосновывается необходимость перехода к иной модели, построенной на принципе пропорциональности. При этом расходы на пенсионное обеспечение распределяются между странами, на территории которых трудился иностранный работник.
The article describes the models of pension insurance which are currently developed within the framework of the CIS for migrant workers. The paper shows the shortcomings of the pension model that exists in most of the CIS countries. The latter is based on the territorial principle. The author substantiates the necessity of transition to a model based on the principle of proportionality, with pension costs being distributed among the countries on whose territory migrants work.
