Цель. Цель данной работы состоит в исследовании состояния российского трудового законодательства в области отношений между предпринимателями и рабочими в конце XIХ - начале XX вв. Процедура и методы исследования. Авторами раскрываются попытки правительства решить «рабочий вопрос» путём организации различных совещаний с представителями буржуазии, рабочих и государственных ведомств. В статье авторы опираются на следу-ющие методы исследования: системный историко-экономический анализ, методы сравнения, аналогии, статистического сопоставления. Результаты проведённого исследования. В работе сделан вывод о безуспешности совещательной активности правительства, показана главная причина этого - нежелание представителей капитала идти на существенные уступки рабочим. Теоретическая и практическая значимость. Значимость представленного материала состоит в выявлении, систематизации и объяснении тенденций и противоречий развития рынка труда Европейской России.
Aim. The aim of this work is to study the state of Russian labour legislation in the field of relationships between entrepreneurs and workers in the late 19th- early 20th centuries. Methodology. The authors revealed the attempts of the government to solve the «rabochy vopros» by organizing various meetings with the representatives of the bourgeoisie, workers and state agencies. The authors employed the following methods of research: systemic historical and economic analysis, methods of comparison, analogy, statistical comparison. Results. The work concluded that the deliberative activity of the government is unsuccessful, the main reason for this is the unwillingness of capital representatives to make significant concessions to workers. Theoretical and Practical Implications. The significance of the presented material is to identify, systematize and explain the trends and contradictions in the development of the labour market in European Russia.
