По мнению авторов, проблемы, связанные с развитием инновационной деятельности, должны решаться во взаимодействии основных экономических субъектов: государства, предпринимателей, конкретного человека. Однако в настоящее время отсутствует ясная социально-экономическая и политическая программа, способная объединить интересы всех трех сторон. Мотивы и стимулы поведения каждого субъекта противоречивы и не предполагают их заинтересованности в инновациях.
According to the author’s opinions, the problems connected with the development of innovative activity should be solved by means of cooperation of the main economical subjects. These main subjects are: state, businessmen, concrete persons. But at the present day there is no clear and exact socioeconomic and political program, which could combine interests of all sides. Reasons and stimulants of the behavior of each subject are very contradictive and do not consider their interest to the innovations.
