THE DEVELOPMENT OF THE INSTITUTE OF CUSTOMS ADMINISTRATION AS A SYSTEM OF CUSTOMS SERVICES
Abstract
The article is concerned with the development of the Institute of customs administration adaption caused by Russia’s membership in the World Trade Organization and integration processes within the Customs Union. A system of customs service formed in course of implementing the programs of trade facilitation in order to reduce non-tariff barriers, operations and procedures of state control lies at the basis of a new foreign trade regulation. The article provides a description of some features of customs administration transformations peculiar to different foreign trader-state body interactions.
