SWOT-analysis of forms of classical public-private partnership

Abstract

Aim. Conducting a SWOT analysis of the forms of classical public-private partnership (hereinafter – PPP) based on the definition and disclosure of its features.

Methodology. The methodological basis of the study was the dialectical method of cognition and general scientific methods based on it, in particular the method of analysis (contributed to the identification of the results of the use of forms of classical PPP in Russia for 2016-2022), the method of synthesis (provided the unification into a single whole of the features of forms of classical PPP), logical methods (contributed to the establishment of the trajectory of the future development of forms of classical PPP), the expert evaluation method (contributed to the proposal of measures for the development of forms of classical PPP).

Results. The composition and features of the forms of classical PPP are disclosed. The characteristics of their strengths and weaknesses, as well as the external environment, are presented, on the basis of which measures for the development of PPP in Russia are proposed.

Research implications. The theoretical significance lies in the development of the scientific foundations of the forms of classical PPP. The practical significance is connected with the possibility of using the results obtained when making decisions to ensure the sustainable development of the regions of Russia.
