Innovative approaches to the formation of human capital in the system of secondary vocational education of the Russian Federation

Abstract

Aim. Study of modern forms and methods of human capital formation in educational institutions.

Methodology. The research methodology is based on the methods of: induction and deduction, content analysis of documents, synthesis, analysis, comparison and some others.

Results. The features of the modern development of the system of special vocational education (SPE) are revealed, the requirements for the growth of the quality of educational services ensuring the growth of human capital are defined, a number of factors ensuring the improvement of the quality of education in this system are presented, the main models of effective cooperation in the educational institution of SPE are defined.

Research implications lies in the fact that the presence of a shortage of personnel in the national economy of the Russian Federation predetermined a change in the management methods of organizations of the SPE system. The necessary growth of human capital is achieved by improving the quality of training of specialists in the SPE system. This allows to mitigate the acute shortage of personnel that has arisen in recent years.
