The algorithm for the formation of a comprehensive state program of the region “Tourism development” (using the example of the Vladimir region)

Abstract

Aim. To analyze the substantive characteristics of the sectoral state program of the Vladimir region “Tourism Development” and propose an option for developing a comprehensive program of the Vladimir region “Tourism Development” in accordance with the provisions of the new state program management system.

Methodology. The research is based on the concept of a systematic approach, through which the study of regulatory and information-analytical materials prepared by federal and executive authorities of the Vladimir region was carried out. The author applied a number of general scientific methods (in particular, analysis and synthesis, comparison, etc.), situational analysis, dialectical method of studying the processes of improving public administration tools through state programs, formal and logical methods.

Results. The tourism industry is complex, containing transport, accommodation, trade, etc. services as interrelated elements. The growth of indicators of the state of the tourism industry of the Vladimir region is influenced by the activities of other state programs of the Vladimir region in terms of entrepreneurship, landscaping, culture, sports, digital economy, rural development. In this regard, it is impossible to calculate the effect of the implementation of these measures on key indicators of the development of the tourism sector. A single tool for combining all activities aimed at the development of the tourism industry of the Vladimir region is proposed – the comprehensive state program “Tourism Development” and its importance is justified.

Research implications in the analysis of the main stages of building a state policy for the management of the tourism industry, taking into account the new management system of state programs and determining the prospects for state management of the tourism industry at the regional level through the formation of a comprehensive state program.
