PROBLEMS OF THE FINANCIAL SYSTEM OF THE RUSSIAN FEDERATION AND USE OF PUBLIC DEBT

Aim. The purpose of the article is to reveal the problems of using public debt as a specific financial instrument that allows the state to perform the functional duties assigned to it by the Russian society. Methodology. Methods of system analysis, generalization and interpretation were applied during the research. Results. The features of the use of public debt in the conditions prevailing in the economic and financial systems of the Russian Federation are considered. It is pointed out that in the Russian Federation there is no real mechanism of control by the state authorities and the responsibility of persons for the use of distributed funds for their intended purpose. It is proved that the public debt is a financial instrument for attracting additional financial resources to solve socio-economic problems. In the Russian Federation, the state debt is used when it is necessary to attract additional financial resources to solve social and economic problems. The need for public debt is increasing in the context of the formation of the state as a comprehensive development institution. Research implications. It was established that financial assistance to the regions leads to a narrowing of the economy of these regions. It is proved that there is a need to further study the conditions for the application of public debt. A proposal was made on the need to link the problems of the budget deficit and the increase in public debt. It is pointed out that the growing public debt at constant tax rates has a favorable effect on the growth of the economy and the well-being of the population, which will ultimately lead to an increase in national wealth.
