FEATURES OF MUNICIPAL GOVERNANCE IN THE CONDITIONS OF GLOBAL DIGITALIZATION. EXPERIENCE OF WORLD LEADERS

Abstract

Aim. To determine the place of digital technologies development in the sphere of state and municipal management and the place of Russia in solving the urgent task of implementing the digital economy policy. To consider the concepts and types of digitalization and automation in the historical context of the development of the USSR and Russia, to identify the factors complicating its development. Methodology. The processes of Global digitalization are considered through the prism of the experience of the leaders of digitalization - the Scandinavian countries and some countries of Southeast Asia, which are among the most successful in terms of the development, implementation and use of information and communication technologies, as well as monitoring international ratings in the field of digitalization of national economies. Results. The factors that allowed the countries under consideration to become leaders in the field of Global digitalization are identified. It is established that the main factor of successful development is programs aimed at digitalization of the public sector, eradication of corruption, support for investment and innovation, and construction of communication infrastructure. Research implications. The directions of further development of the digital potential of Russia are proposed, conclusions are drawn that the successful experience of advanced countries in terms of the development of digitalization can be relevant in Russian realities.
