EXPERIENCE OF CERTAIN FOREIGN COUNTRIES IN THE FIELD OF REDUCING EMISSIONS INTO THE ATMOSPHERIC AIR

Aim. To study the effectiveness of the implementation of measures in the field of reducing emissions of pollutants into the air in certain foreign countries. Methodology. The methodology of the analysis was based on the study of the international experience of individual countries in the field of reducing emissions of harmful substances into the atmosphere and systematizing the best foreign practices in this area. In the research the authors relied on both theoretical (analysis, synthesis, analogy, generalization) and practical (comparison, observation, description) research methods. Results. The analysis carried out in the course of the study showed that in countries with positive experience in the field of air quality management and reduction of air pollutant emissions, considerable attention is paid to improving the efficiency and effectiveness of state policy in this area. At the same time, when implementing plans to manage air quality and reduce emissions of pollutants into the atmosphere, both at the federal, and at the regional and local levels, air quality standards are developed, monitoring and assessment of the level of emissions are carried out, the results of which are available to the public; annual air reports are published; activities to improve air quality and reduce pollution include a set of measures in all sectors of the economy (agriculture, transport, urban infrastructure development, etc.). The conclusions and analytical generalizations made on the basis of the results of the study can be applied in practice in the process of improving the current system to reduce emissions of harmful substances into the atmosphere in the Russian Federation. Research implications. . The best foreign practices in the field of reducing emissions of pollutants into the atmospheric air and the possibility of further theoretical elaboration of the substantive aspects of state policy in the field under study are systematized. The results can be used by public authorities in improving the current system of reducing emissions of harmful substances into the atmosphere in the Russian Federation.
