PROBLEMS OF MEASURING EDUCATIONAL SERVICE EFFICIENCY

Abstract

The article considers the social and economic nature of expenses and results being shaped in the course of production and an educational services exchange. The main problems of defining the category «efficiency» caused by a dual nature of educational service as public and as the market benefit are revealed. The difficulties facing theorists and expert economists at determination of the overall performance of educational institutions and education system as a whole are noted. The author critically analyzed the league tables of the Ministry of Education and Science of the Russian federation which aroused debates in Russian scientific community. The article provides some criteria to optimize the system of assessing the efficiency of educational services.
