СЦЕНАРНОЕ ПЛАНИРОВАНИЕ – ОСНОВА СТРАТЕГИЧЕСКОГО ПРОГНОЗИРОВАНИЯ РЕСПУБЛИКИ ТАТАРСТАН

Abstract

The problem of acceptance of administrative decisions at a level of region has arisen in connection with the amplified tendency of redistribution of powers between the federal center and regions of Russia. It is known, that economy as the countries as a whole, and its regions functions in conditions of the big uncertainty. One of methods of overcoming of this uncertainty is playing various variants of development of region on the basis of scripts of development. The Republic Tatarstan one of the first has begun work in this direction, since 2001. In clause «Scenario planning – the basis of strategic forecasting of Republic Tatarstan» is given an estimation of the powerful and effective tools used in republic for development of the Program «Development and accommodation of productive forces of Republic Tatarstan on the basis of cluster the approach till 2015 and for the period till 2030». Macroeconomic and branch approaches which coordinate in integrated сценарные variants of development of an economic complex and social sphere are considered.
