Features of Scientific Research Financing in the Russian Federation

Abstract

Aim. Analysis and evaluation of various mechanisms of financial support for scientific research in the Russian Federation.

Methodology. The following methods were used during the study: comparison, systematization and generalization of the results, static analysis, comparison, and expert evaluations. The research approach was based on the generalization and systematization of data on the actual expenditures of the federal budget on civil science in the Russian Federation, as well as the consideration of the main sources of funding research projects.

Results. The authors presented the data on financing civil science in the Russian Federation, analyzed the specifics of financing scientific activity within the framework of the National Project “Science and Universities”, summarized the main directions of grant financing of higher education scientific projects, actualized the problem of commercialization of scientific projects.

Research implications. The significance of the study lies in specifying the instruments of financial support for fundamental and applied scientific research, clarifying the priority areas of financing Russian science, expanding the methods of commercialization of scientific projects carried out in leading Russian universities.
