Abstract
This article examines the role of the Russian railway transport in solving a number of problems related to the innovative development of the economy. Along with the main industries, such as production, construction, trade and agriculture, transport occupies an important position in the country’s economy. The article analyzes the concept of the development of railway transport as an integral technological system which should be based on a deep analysis of the country’s socio-economic problems. It is concluded that in spite of relatively long payback periods and low profitability investments in the innovative development of transport infrastructure produce a lot of socio-economic effects in long-term perspective.

Abstract
The article traces the evolution of the concept of “economic security” focusing on its origin and development in various periods of history. The concepts of economic security by foreign and Russian scientists, as well as the “National Economic Security Strategy until 2030” are analyzed. The authors come to the conclusion that economic security is an integral part of national security and its implementation is impossible without ensuring the protection of the life of the society as a whole, as well as its structures. On the basis of the conducted research the authors put suggest their own definition of the concept of “economic security”.

Abstract
The article is devoted to the problems of introducing innovational self-driving vehicles into economic environment. The authors strive for visualizing the interdependent factors influencing autonomous vehicle introduction on the basis of cause-effect diagrams. The factors under study are expedience of investments, activity of trade unions and ecological aspects. It has been revealed that the transition to autonomous vehicles will not only reduce logistics costs of transport companies and intensity of emissions, but will also lead to an increase in social activity of drivers and trade unions.

Abstract
The article considers the problem of choosing the most effective way to organize material resource supply logistics for the industrial process. The literature review on the organization of the supply chain conducted by the authors made it possible to identify the supply objectives for the production enterprise, the main trends in the management of supply activities, the problems in managing supply chains during the supply phase. Within the framework of the study, a sequence of actions was developed to decide whether to independently produce the necessary material resources or to purchase them from an external source on the basis of a feasibility study. The authors concluded that the use of outsourcing can have advantages, but it requires a comprehensive assessment of the appropriateness and efficiency of using external resources, an assessment of the degree of risk of financial losses and threats to the development of the enterprise as a whole.

Abstract
The article is devoted to the description of the evolution of the idea of human resources of the organization at the present stage. The authors have allocated and systematized the concepts of management of human resources during various eras of the development with specific features inherent in them. On the basis of the conducted research the features of a human resource as an object of management in a modern organization are described. Special attention is paid to the issue of change in the theory of management of basic anthropological model of a person as an object of management. It is proved that the concept of human resource management is at the stage of its formation and it is focused on human resource capitalization. The thought that human resources have their own value and importance is substantiated. The distinctive feature of this concept is creative management based on the staff involvement into administrative processes.

Abstract
While building a strategic management system of industrial organizations and enterprises, the problem arises how to estimate the significance of their business lines (subdivisions, structural units, etc.) that determine the implementation of the devised development strategy. The authors considered the conceptual aspects and developed a comprehensive assessment of the state of the business unit in terms of its contribution to the strategic development of the industrial enterprise as a whole. In the suggested approach both quantitative and qualitative parameters are used. Practical implementation of the integrated approach to the assessment of the state of a business unit and its contribution to the strategic development of the industrial organization will allow to distribute the funds in the most efficient way.

Abstract
The article considers the formation of a set of projects considering the criteria reflecting the interests of the population of the region and regional authorities. To assess the interests of the population of the region and regional authorities, a basic system of criteria is proposed, which can be supplemented or amended. The authors carry out the priority evaluation of projects based on the method of analyzing hierarchies from the position of the interests of the citizens and region simultaneously. The obtained estimates are used to form an optimization model in which financing for the implementation of a set of selected projects that provide a given level of satisfaction of the interest of both population and the region is minimized. To solve the optimization problem, a modification of the Fora and Malgrange methods is proposed. The proposed approach is numerically illustrated.

Abstract
The article is concerned with complex research and selection of the trends of industrial enterprise development, taking into account industrial peculiarities and compatibility of individual managerial decisions. Under the trend of development the authors imply a set of important functions of the enterprise and compatible managerial decisions within each function. A morphological analysis was devised to the study of compatibility of managerial decisions on important functions of the enterprise, which allows to justify the alternative directions of the enterprise development. The analysis was applied in terms of hardware production industry.

Abstract
The article deals with the problem of creating programs for the development of industrial enterprises in the Moscow Region and their management. The authors consider such issues as the joint strategic plan for the development of construction, production and common infrastructure of the city of Moscow and the Moscow Region, and the developmental trends of the Moscow Region. Within the framework of programs for development the multi-projects and megaprojects for the development of the region as whole and industrial enterprises in particular are examined. Having analyzed a number of initiatives for the development of industrial production in the Moscow Region the authors came to the conclusion that for successful implementation of the strategies for the development of industrial enterprises public expertise institutions and authoritative bodies are required to be integrated into the strategic decision-making of the region and monitor its implementation.

Abstract
The article deals with the problem of introducing the technologies of continuous information product life cycle support at the enterprises of aviation industry. The authors convincingly proved that the integration of an automated control system for production consists in improving the level of making and applying high technologies to production. On the basis of the conducted research the concept of product life cycle support within the integrated uniform information environment is structurally stated.

Abstract
The article considers the theoretical bases for the formation of investment climate in regions. The author analyzes various aspects of the investigated problem in search for the ways to solve them in the conditions of the economic crisis. The investment potentials of regions are included in the object of scientific research of the regional economy. In conditions of economic instability the state acquires the leading role in strengthening its regulation, economic support of the regions, investing in real production and the “knowledge economy”. The article discusses the shortcomings that hamper the formation of investment climate in Russia, the effects of regional branding on the areas of regional activity, including regional and local governance, indicators of its effectiveness, new approaches to the relationship between the Center and the regions. The authors come to the conclusion that investments directly influence the improvement of the investment climate in the region, the creation of industries and new jobs, the development of healthy competition in business and create the basis for improving the life standard of the population of the region; in conditions of sanctions and economic instability it is necessary to strengthen state regulation of economy, to conduct de-offshorization, and to increase state financing of the regions.

Abstract
The article highlights the role of customs logistics methodology in quality improvement of the services provided by customs authorities. The authors examined the nature of customs logistics, its basic elements and approaches, revealed the state - foreign traders correlation while providing customs services, identified the key problems of improvement in this sphere in modern conditions. Based on the analysis a conclusion was made of a close network between customs logistics and customs services in supply chain management.
