Abstract
The article studies the features of modern monetary policy in the system of state regulation. Special attention is paid to the role, aims and objectives of monetary policy. The tools and principles of its implementation taking into account modern tendencies of economic development of the world economy are closely considered. The obtained results allow the author to formalize the requirements for the development and selection of effective instruments of monetary policy to meet modern conditions.

Abstract
The article traces the way of development of macroeconomic planning in Russia from the 1920s up to the present. It is stated that during the entire period of the development of the Soviet and then the Russian State both among the ruling elite and scientists there was no single optimal model of economic planning. Even under the conditions of rigid command socialist economy the ideas emerged on the introduction of economic incentives into the activities of economic enterprises and the expansion of their economic freedom. The author comes to the conclusion that Russian economic history should convince the ruling elite that the best economic development for Russia is somewhere in between the market and the planned economy. But at the same time the emphasis of socio-economic development should be not on attempts to “catch up and outstrip” the more developed countries, but rather to find one’s own economic way which will prioritize the interests and well-being of the Russian citizens.

Abstract
The article makes an attempt to apply correlation-regression analysis to assessing the financial efficiency of the university faculties (incomes, wage costs, financial opportunities for investment, etc.). The author reveals the profitability of faculties, its forms and degree of dependence on the student contingent, the number of lecturers and the tuition costs. The calculation of regression equation parameters is made for three groups of faculties. The estimation of the significance of the constructed models is given, as well as the interpretation of the results obtained in the modeling process. The theoretical and methodological significance of the research is to improve the methodology for assessing the financial situation of faculties by justifying the possibility of applying correlation-regression analysis and economic-mathematical modeling.

Abstract
The article provides the analysis of the environmental performance rankings of Russian cities on the basis of the evaluation criteria developed by Ernst & Young for the RF Ministry of Natural Resources. According to the analysis of a number of indicators all cities of the Russian Federation fall into three categories: leaders, outsiders and the cities which did not provide enough data to establish an environmental performance ranking. It is important not only to unquestionably accept these figures, but also to examine their origin, as not all regions agree with the environmental performance rankings published on the Internet. Based on the comparative analysis the author of the article argues that there should be a wider range of criteria to assess the Russian Federation cities.

Abstract
The article is concerned with the description of the evolution of the theory and practice of management at the present stage. The authors have allocated and systematized the concepts and types of human resource management, types of management and staff behavior of. Four basic concepts of human resource management are considered: the use of manpower; staff management; human resource management; person management. It is revealed that the new concept of person management is in a stage of formation and it is focused on capitalization of the human resource having its own value and importance. On the basis of the conducted research the authors suggested their vision of the modern concept whose distinctive feature is creative management caused by employees’ giftedness and involvement into the processes of formation and development of the organizational environment.

Abstract
The article studies modern methods of management at the Russian enterprises. The authors argue that under the conditions of unstable economic environment the mechanisms of business management exert a direct impact on the performance of an enterprise and propose the concept of anti-recessionary financial control as one of administrative methods. It is shown that financial controlling as the system of information supply is aimed at coordinating all subsystems of enterprise management. The concept of financial controlling is described, with considerable attention being paid to its purposes and tasks, stages of formation of the controlling department and identification of its main functions. It is concluded that anti-recessionary financial controlling provides the concentration of control transactions of strategic analysis, planning, budget, accounting management, financial diagnostics and risk management.

Abstract
The article considers the problem of prospective development of the Russian aviation services market. The complex research of dynamics and tendencies of a long-term air transportation market and aircrafts production development was conducted. By applying the economic techniques of comparative, index and horizontal analyses the authors made a forecast of passenger and freight air transportation volume for the most probable or basic option for the Russian economy development. The forecast is built on the basis of the world tendencies in air transportation market development and by taking into account aircraft cancellations during the studied period. The authors came to the conclusion that the growth of passenger and freight traffic volumes is provided not only by the intensity of aircraft operations, but also by an increase in production capacity of aircrafts.

Abstract
The article considers the strategic tasks of developing services at the regional level and proposes the concepts of interregional development of services. Particular attention is paid to the peculiarities of the development of services based on convergent requirements of adjacent regions. The principles, directions and forms of customer service are identified. Their development can be stimulated by creating economic and social inter-territorial links. The authors come to the conclusion that, according to the Federal Law “On Strategic Planning in the Russian Federation”, it is necessary to negotiate a plan and inter-territorial producer-consumer cooperation projects with the adjacent territories and municipalities.

Abstract
This article substantiates the possibility of applying economic-mathematical methods for effective management of a higher educational institution, particularly the use of forecasting methods for planning future incomes of the university under study. The main revenue trends of the university departments are identified and the prospective revenues of the university are estimated. For comparison, predicted values are calculated on the basis of regression models of dependence of departmental revenues on various factors. The authors conclude that the application of forecasting methods is a real tool for effective monitoring the history of university’s profitability and planning future revenues.

Abstract
The article presents a mathematical model of enterprise production program in connection with technical oils production. The peculiarity of the proposed model is in its reflection of assorted options for raw materials and semi-finished products outsourcing. In addition, the model considers the uncertainty of raw material prices (Urals oil) and the prices for manufactured goods. The authors propose a probabilistic criterion for profit maximization, which can be reduced to a determined equivalent. The proposed model was used in real calculations using the authors’ software. In conclusion, the authors show the options for the model development taking into account the following criteria: environmental damage, import substitution opportunities, and environmental pollution risk insurance.

Abstract
The article argues that the issues of developing a competitive domestic economy should and can be addressed primarily through the formation and development of the innovative potential of high technology enterprises in a number of sectors of the national economy. For this purpose, the basic problems hampering their effective development have been revealed and the necessity of complex research which will allow for the successful positioning of high-tech enterprises in the competitive environment has been substantiated. The author comes to the conclusion that the identified problems of the formation and development of the innovative potential of high-tech science-intensive enterprises will soon be resolved, which will enable them to successfully position themselves in a competitive environment.

Abstract
The article deals with the problem of the state procurement system in modern Russia. The functions and legislative base of the state procurement system are investigated, with its weak points being revealed. The author proposes a concept of reforming the current state procurement system through improving the regulatory and legal framework for government procurement and procurement control measures and planning, which will raise the potential of private entrepreneurship while carrying out public orders.

Abstract
The article states that the introduction of a competitive development strategy of an innovatively active enterprise ensures a prospective growth of market capitalization and enterprise value. The average cost is used as the main criterion for the estimation of the market value of a company’s capital. Based on the research the authors make a conclusion that it is extremely important to provide an optimum ratio of dynamics in the development of capital components while modelling a competitive strategy of an innovatively active enterprise. It is proved that the only way to perform the competitive strategy allowing of the maximum uniqueness for a company is the development of its intellectual capital which guarantees the company’s long-term innovative development.

Abstract
The Ivanovo region suffers a reduced level of investment attractiveness nowadays. The article explores the ways to attract additional investment to the region under study. The authors of the article examined the influence of positive and negative factors on the investment climate in the Ivanovo region and made some suggestions for improving it. Based on the results of the study the directions were identified how to make the region’s transition to a diversified attractive for investment economy.
