Abstract
The article gives a serious analysis of the concept of “public-private partnerships” as an important direction of the development of modern innovative economy. The necessity of using instruments of public-private partnerships to ensure effective development of human capital as a key factor of modern reproduction process in the economy is substantiated. The authors consider the concept of active involvement of reform-minded representatives of science, education, business and government in innovative activity under the conditions of market economy formation in Russia. It is concluded that public-private partnership (PPP) ensures the development of industrial, social and innovative infrastructure taking into account business interests and with the active participation of on its part, increases the efficiency of the use of property and budget funds, and stimulates the private sector to develop entrepreneurial activity in the areas with the largest potential of economic growth.

Abstract
Reforming the system of higher education in the Kyrgyz Republic affects all elements of the system of management of higher education institutions. In such circumstances, the need arises to improve the system of governance of universities and the methods applied by the subjects of management. The article describes the main directions in the development of the higher education system of the Kyrgyz Republic. The author reviews the approaches to the description of the system of higher education management by institutions. The main methods of higher education management in the conditions of education reform are presented. The author comes to the conclusion that in order to improve the management system of higher education, it is necessary to adjust the system to the changed conditions of functioning and make the system more open and flexible, satisfying the demands for education at any level following the “lifelong learning” scheme.

Abstract
The article considers the issues of modern methods of management at the Russian enterprises. It is proved that the mechanisms of enterprise management exert a direct impact on the results of its functioning. The author focuses on one of such mechanisms - a controlling method - and closely examines it. Considerable attention is paid to determining its purposes and tasks, stages of controlling department formation and identifying its main functions. The author comes to the conclusion that if controlling as a decision analysis is primarily the manager’s task, controlling as management support is, first of all, the task of the controller.

Abstract
The article is devoted to the analysis of the current condition of the Russian civil air transportation market. By applying the techniques of comparative, index and horizontal analyses the authors show the distribution of air transportation market in domestic regions, a share of the Russian airlines in the world air transportation, the dynamics and growth rates of passenger and goods turnover, and also the distribution of air transportation volume depending on the types of aircrafts. The carried-out analysis showed that the growth rates of air transportation in the Russian segment of the world market remain above the average world indicators.

Abstract
The article considers the problems of using the mechanism of public-private partnership for the implementation of the project on eliminating the caused damage. The authors propose some formulae of economic evaluation of the prevented damage in case of the environmental project implementation depending on various environmental pollution conditions in the region and the specifics of the project. Since it is possible to use different types of public-private partnership, it is proposed to use the hierarchy analysis method to value the interests of each co-investor. The proposed approach can be implemented in the Excel and adapted to any region and type of public-private partnership.

Abstract
This article is devoted to the study of the changed cultural needs that have a significant impact on the development of the modern society on the whole and particular spheres of activity in particular. Satisfying the changed cultural needs, the individual acquires cultural competencies. The research procedure includes the identification of key cultural competencies that treat products of cultural activities as objects of cultural market circulation that will ensure long-term interactions in the format of an information cluster of the cultural industry. As a result the regulation of the creative process in terms of economic efficiency is a single integrated system implemented as an integrated service complex. The author comes to the conclusion that the use of integrated service complexes in the cultural industry will allow to correlate the quantitative parameters of cultural services and their qualitative characteristics in accordance with the requirements of the external environment.

Abstract
The article considers the problem of efficiency of organization and research in the Russian aircraft industry. The authors report the results of the comparative, horizontal and vertical analyses of the effectiveness of the Russian scientific organizations and their foreign counterparts. A conclusion is made that low stability of aviation research financing increases the risks of not achieving the target level of characteristics in the set terms and leads to insufficiency of scientific and technical reserve.

Abstract
The article is devoted to the application of tax deductions by individuals while obtaining various types of incomes. This is one of the types of benefits that are not mandatory, but a declarative one. The use of tax deductions makes it possible for an individual receiving an income taxed at 13% rate to reduce the amount of taxable income by the amount of his expenses. The author concludes that the state provides a variety of opportunities for individuals to compensate for their training, treatment, real estate purchasing and investments expenses at the cost of a personal income tax previously paid to the budget.

Abstract
The paper retrospectively reviews the key research works in strategic management. The authors analyzed the available interpretations of strategic management in diachronic perspective marking some stages in the evolution of strategic management theory. The analysis showed that the pluralism of approaches to a study of the concept “strategic management” is predetermined by various methodological and conceptual approaches to the object of investigation, research objectives, instruments of empirical verification of the advanced hypotheses, and also by fundamental or applied properties of the concept itself. Besides, the authors revealed the conceptual core of the studied directions and their methodological imperfection from the point of view of practical application in the relevant conditions of modern economy.

Abstract
The article considers the problem of the necessity of state support in the agro-industrial complex taking into account specific factors of this sphere. Particular attention is paid to subsidies and public-private partnership in agriculture by example of the Volgograd region. In accordance with the goal, the tasks are to consider the importance of state support, determine the procedure for obtaining subsidies in the agro-industrial complex, analyze the state of the agro-industrial complex in the Volgograd region, and identify the effectiveness of the use of state programs and subsidies in the region. In this article the authors used the methods of comparative analysis, classification, analogy, and comparison. It is concluded that the goal of the state management system of agro-industrial complex is the most effective use of resources to maximize profits, thus it is necessary to monitor the assessment of the efficiency of resource use by agro-industrial enterprises and agricultural organizations.

Abstract
The article is concerned with the study of the dynamics of monetary aggregate M2 changes in 2011-2015. A brief analysis is presented of the consequences of such changes in the monetary sphere and the economy as a whole. The author analyzes the works of contemporary authors on this issue and collects voluminous material required for multilateral research of the problem. The created mathematical-statistical model explains some aspects of M2 changes. In conclusion it is stated that there are systematic fluctuations of M2 in Russia connected with both endogenous peculiarities of the Russian credit sphere and exogenous situation in world economy.

Abstract
The article considers the problem of price management of organizational and institutional isolations. The typological variety of compensation at re-cessation of property rights or other types of proprietary rights is identified and their correct reducibility to conditionally and broadly established prices presented on a time scale is shown. In conclusion the typological variety of the discriminating signs of a special type of management and the rules of localization of price management is revealed.
