Abstract
The article considers the problem of the main components of economic growth. The analysis showed that effective financing of investment in fixed capital through various sources will allow to intensify the dynamics of economic growth and the possibility of implementing an integrated approach to the formation of funding sources and their impact on economic growth. The efficiency factors of economic growth and their priority for economic growth depend on other factors comprising the institutional structure of the economy and social factors.

Abstract
The article tackles the problems of the formation and development of the Program of the Eurasian Economic Union electricity market. The author proposes a mathematical model for finding the optimal timing for the implementation of the related activities of the Program. The article considers three assessment options to monitor the implementation of the related activities of the Program. The calculation algorithms and numerical examples are provided. The choice of the most flexible option of scoping for the related activities of the Program is substantiated.

Abstract
The article is devoted to one aspect for the Russian economy to transfer to the innovative path of development. One of the most important factors of transferring is the national human capital. The article provides a brief characteristic of human capital and considers some recent changes in the structure of employment and the factors that caused these changes. The emerging trends in the use of human capital are highlighted.

Abstract
New economic conditions objectively require an innovative approach to professional education in Russia. The article examines intellectual resources and their effective use in the conditions of innovative economy. The authors analyze principles, approaches and experience of education systems in different countries to establish several effective ways of building a new system of education in Russia. The current task of modern higher school is modernizing the fundamentals of economic education, raising financial literacy of high school graduates and university students by means of modern Internet economy. A full transition to a postindustrial stage could be possible only in case of solving the most acute problems in modern professional education.

Abstract
The article considers the problem of the formation of strategies to displace imports by Russian companies in terms of sanctions. By giving due attention to the improvement of strategic management domestic producers could increase competitiveness of their enterprises and gain a greater market share. The strategy of differentiation proposed in this paper focuses on the uniqueness of the product by increasing its customer value, which totally satisfies the demand, causes the enterprise to search for untapped markets where there are no competitors because of innovation and helps to stay ahead of competition due to competitive advantages.

Abstract
The article considers the mechanism of competitive selection of scientific projects for their further financing on the basis of the theory of decision making. To select a limited number of projects from the available alternatives by assessing their value a method of linear roll-up of criteria which allows to estimate the feasibility of alternatives in general is offered. The application of this method will allow to create an optimum program for research and innovation support fund under limited budget.

Abstract
The article examines the approaches used in different models of management to integrate strategic and tactical management, highlights the limitations of these approaches and justifies the usage of controlling as the most adequate for the Russian business control system, providing not only stable relationship of strategic and tactical goals, but also the mechanisms for achieving them.

Abstract
The article considers a technique for enterprise activity planning on the basis of project implementation. An approach is shown to the analysis of cause-effect relationship between interdependent projects for their further consecutive, parallel or parallel-serial realization. The algorithm for creating Gant’s chart is presented. The purpose of making the chart is to illustrate different stages of works, with a certain task to be executed being attributed to each time period.

The effectiveness of the control system is largely dependent on its information provision. This article considers the information and communication problems of the Russian management through the concept of e-Government. E-Government has several basic advantages that make it a part of the global socio-technological model of the new century. Current problems of application of e-Government will make Russian citizens’ interaction and their attitude to the Government more open and reliable.

Abstract
The article determines the factors of innovative activity decrease at national enterprises of mechanical engineering. It is shown that a fundamental factor of economic growth in the industry is the development and realization of the effective innovation policy directed at modernizing all types of manufacturing. The authors substantiate the role of innovation policy, its main objectives and tasks, as well as the directions of realization in enterprise development. The classification of innovations is proposed and the conditions for their introduction at the enterprises are identified.

Abstract
This article deals with the problem of standardization of specialists in the field of information technology (IT). It is revealed that the standardization of such specialists is impossible by traditional techniques, as their work is not typical. The article discusses the dependence of establishing time standards on the type of tasks. It is highlighted that the use of “timesheets” is absolutely necessary in the standardization of labour. In conclusion the author proposes an algorithm for determining the optimal work time.

Abstract
The article considers the approaches and methods to analyze comparative attractiveness of mutual insurers and commercial insurance in comparison with a waiver of insurance. The author used mathematical expectation of the insured costs for insurance protection and their dispersion which characterizes the level of increased risk of these costs as indicators of attractiveness. The analytical forms determining the values of these indicators for the commercial insurance and non-insurance based on the parameters of the law of distribution losses and the amount of insurance premiums are provided. For mutual insurance it is offered to estimate their values during simulation experiment with the features that reflect the characteristics of the insurance business. Some results of this experiment are provided and the conditions under which mutual insurance becomes a more effective form of protection insurance in comparison with its other options are determined.
