A significant complication of land-economic relations in agricultural sector of the Russian economy caused by the necessity of intensive agricultural development under the conditions of limited financial resources and technical facilities demands special investigation of the features of these relations. The Russian Federation Ministry of Agriculture has drafted amendments to the Land Code of the Russian Federation that provide for five to three year reduction in the period of unused agricultural land withdrawal. How timely and scientifically justified is this bill? It is obvious that the issue of land affects the economic interests of many businesses. Therefore the validity of certain decisions must be based on a political economy analysis. From the standpoint of economic science the concepts of land and agrarian relations are not identical. The article provides new arguments (in addition to the existing ones) for differentiating these concepts in spite of their interconnectedness to improve the study of opportunities ensuring economic security of reproduction processes in agriculture.

In conditions of growing external threats the uncontrolled migration presents a serious problem to modern Russia. Nowadays the long-existing rules of labor migration are gravely violated in the world economy. However in conditions of unfavorable demographic situation and systematic reduction of the working-age population in-migration plays a significant role in compensation for natural population decline. Therefore the Russian Federation needs a clever strategy for its migration policy.

The article considers the nature, content and conditions of forming an organization development strategy affected by certain inner and outer business environment factors. These factors are analyzed and their influence on healthcare organization functioning is particularized. The author argues that strategic development factor should be taken into consideration to improve healthcare organizations’ planning. The relevance of the stated factors is determined by their urgency in planning (including state level planning) and the necessity for providing high quality healthcare services and promoting scientific and technological development in medicine.

Software market is one of the fastest growing. The article deals with the main trends of the European software market during the period from 2008 to 2015 and the calculations of the key indicators of software companies. The authors computed the Pearson Correlation Coefficient for the period from 2008 to 2015, the specific and relative revenue for 2015 based on the study of one hundred largest European software companies. The authors introduced the concept of "company's potential”, which is understood as company's ability to increase its market share through the use of human capital. Based on the conducted research the potential matrix of the studied companies was calculated, with five main areas being determined.

The article proves that being an integral part of regional economy innovation aims at improving various aspects of economic life. Thus the innovative sector is included into the object of regional economy studies. The state plays the leading role in promoting innovative activity. The article considers the main tendencies of innovative activities in the region. The main problems are revealed under the conditions of sanctions. In order to solve the problems the authors examine foreign experience in innovative activity stimulation. It has been revealed that in developed countries the main emphasis is put on indirect methods. In conclusion the main methods of direct and indirect stimulation of innovation in the Russian Federation and the regions are characterized.

The article considers business process modeling tools. Business processes are described with the help of information models. The method of structural analysis (SADT) and a series of IDEF standards for the development of models are chosen. The author reviews some companies selling software and providing services of installation and maintenance of software products. The price list of these services for 2016 is supplied. For carrying out research and chart mapping of business processes VB and VBA programming languages and two notations -DFD and WFD have been used. The author wrote and debugged computer programs allowing users to interact automatically within a business process copy. The programs can be used with data protection.

The article is focused on problematic or scarcely developed fields of corporate management practice in Russia, i.e. informational transparency, risk management and internal audit, top-management motivation and shareholders’ agreements. The necessity to improve corporate management in a nonpublic company is discussed in the context of company’s application of financial market instruments in raising its resources. It is argued that possible target mismatch of investors and insiders (manages, owners) requires some additional measures to secure investors’ interests.

The author relies on the data resulted from the study of information sources on the subject. By analyzing these data the author tries to show how important personnel certification is under modern economic and political conditions in sanction-stricken Russia. The author believes that the skills and experience of certified specialists will ensure their decent competitiveness in the labor market, and the certification itself will provide an organization with qualified personnel that will contribute to the growth of the economy and the development of the society.

The article sets the task and provides mathematical tools of cooperative funding of regional projects of economic development by region and the state. The participation of both regional and federal budgets presents itself a compensatory mechanism to increase the economic efficiency of the project. To assess project prioritization from the part of stakeholders a technique of hierarchy analysis is suggested. The authors have developed a multi-criteria model for determining the optimal amount of financing by an investor, region and the Federation. The authors developed an algorithm of consequential adjustment of share funding to determine fair Pareto compromise. The proposed algorithm is tested for the possibility of being implemented with the model and method of searching for a compromise solution.

The article focuses on the problems and potential of low-cost carrier in Russia. The author has conducted research (including a retrospective analysis) on low-cost airlines performance in advanced industrial countries, their strategies and development concepts. The conception of modernization in the airline industry and public investment have been analyzed with the aim of reducing the costs of maintenance at the airports of the Russian Federation and risks caused by the Duma’s introduction of the bill on overbooking prohibition. The conception and basic unified principles of low-cost carrier business model have been investigated.

The article analyzes the current problems of logistics material flow in the production of the Russian leading automobile enterprises. To control the process KANBAN and Just-In-Time systems are used. The conception of storage facilities modernization of JSC "BelZAN" with the optimization of material and production linkages with JSC "AVTOVAZ" and OJSC "KAMAZ" is presented. The program of reconstruction of warehouse centers "BelZAN", OJSC "KAMAZ" and JSC "AVTOVAZ" with an estimation of upgrade options payback is proposed. The methods of different types of storage technology and cargo handling are suggested. The article considers the volumes of stocks in JSC"KAMAZ" and JSC "AVTOVAZ" warehouses and discusses in detail the structure of the stored reserves. The authors’ proposals have been accepted by the enterprise and the economic payback was calculated. Thus the economic evaluation of operation options has been made and the payback period for the LC of "KAMAZ" and LC "AvtoVAZ" has been calculated. The techniques of the introduced logistics systems and methods of their implementation have been listed. The basic problems associated with the current system of planning in the organization of the production supply concept Just-in-time have been described. The measures proposed by the authors for improving the logistics flows generated in the warehouses of the analyzed companies are effective and help these companies to conquer the highest segment of the market by their products.

The article theorizes about the problem of resource optimization in the development of investment projects by example of space-rocket industry. The objective and subjective factors exerting impact on efficiency of investment projects development are revealed. The authors propose a technique of multi-criteria comparative assessment of choice made to find out the most effective investment projects as well as a project portfolio which could allow of increasing the objectivity of management decision taking.

The article describes the conception of an information system that will allow of advancing state service provision to a new technological level, as well as of optimizing time and human resources for putting jobs into a highly efficient category. A reference is made to the Federal Law dated 27.07.2010 N 210 "On Organizing Public and Municipal Services” whose ideas were used in drafting the information system for additional service provision. The new conception is elaborated in accordance with specially designed regulations containing some general provisions, standards, description of all the procedures and forms of standing order control.
