Abstract
The article deals with the current issues associated with the category of public welfare. It analyses public welfare as a system in the context of socio-economic relations of a new type. The social structure of modern Russian society including multiple layers is presented. The problems of assessing the extent of welfare are summarized; the level of welfare in modern Russia incorporating subsistence and market basket is analyzed. The author concludes that nowadays Russia is undergoing certain difficulties in reaching a higher level of public welfare and economic growth.

Abstract
Corruption has a negative impact on all spheres of social and economic development. To combat it national regulations and international standards are developed and enforced. An important role in the fight against corruption is given to the establishment of a developed civil society. The problem of corruption is relevant, in particular, for the Moscow region. The leadership of the region uses various methods of combating corruption. The system of prevention of corruption in the region combines rigid control over officials in the vertical of power and public organizations monitoring of their activity, in particular, the Public chamber and offices of Russian popular front.

Abstract
The forms of foreign market entry by transnational corporations (TNC) from Libya, Egypt, Algeria, Morocco and Tunisia have been covered, including the foreign business organization specificities. Such entities actively use the mechanism of mergers and acquisitions (M&A) during the purchases of operational businesses from developed countries’ TNCs and establish joint ventures (JV) for the sake of acquiring new technology from abroad. The activities of North African TNCs concentrate in oil industry, construction and engineering services, and fabrication of primary products. Egyptian TNCs have managed to launch production of vehicles abroad, which has become possible due to participation in M&A and JV with German counterparts and entrepreneurs from China, Brazil, India, and South Korea.

Abstract
The article deals with topical issues of the economic system of the Russian Federation and the influence of flows of illegal migrants on the national economy. According to the authors, special attention should be paid to improving the legal framework governing the migration policy of the state. The paper provides practical guidance on creating conditions for the organized reception sought economies of migrant workers from abroad, including assistance in social adaptation of long-term migrants. As a measure to reduce the flow of illegal migrants in the Russian Federation, the authors also consider the possibility of increasing the penalties for employers of illegal employment activities of a foreign citizen.

Abstract
The article deals with the current state and trends in regional economic development, as well as the identification of priority areas that would allow raising attractiveness and competitiveness of the South region of the Kyrgyz Republic. Based on the analysis of the economic potential possible ways and prospects of development of the region are identified. The author pinpoints the typical features of contemporary territorial structure of the South region economy outlining efficient ways and prospects of the development of the region regarding its raw material and resort sources.

Abstract
The article deals with the definitions of sustainability, sustainable competitive advantage and management of sustainable competitive advantage. The basic prerequisites for enterprises’ sustainability in competitive environment are highlighted. The principles and basic stages of management of sustainable competitive advantage are determined. The analysis of the concepts under study revealed the advantages of a sustainable competitive enterprise and the stages of the evaluation of its sustainability, which allowed to identify the main problems of ensuring the sustainability of competitive Russian companies.

Abstract
Medical institutions are among the most complex of buildings in terms of design. Building Information Modeling (BIM) is creating new opportunities for the development of health facilities. The authors investigated the various projects of medical facilities around the world to analyze the types of projects and methods of using BIM. Most of the examined projects are major new multi-functional hospitals. The analysis of the use of BIM in projects of medical institutions shows that now most of the projects involved only a part of the enormous potential of BIM. To date, BIM technologies were used mainly at the design phase of large-scale projects. But BIM has all opportunities for smaller projects and for all stages. In addition to the technological advantages, BIM also offers process management and effective interaction of project participants.

Abstract
The article is devoted to the issues of assessment of the efficiency of domestic industrial enterprises functioning as parts of a holding. The authors offered some methods of assessing organizational and economic sustainability and controllability of enterprise functioning, as well as their cooperation efficiency. The approbated methods showed that it is possible to calculate the ratio between holding efficiency and coordinating activity of the managing company.

Abstract
The article deals with the problem of searching effective methods and tools for ecological and economic management of the areas characterized by a high environmental risk. The paper has systematized domestic and foreign practices of ecological and economic management. The institutional, organizational, informational, administrative and economic methods and tools of the mechanism of ecological and economic management of the territory are identified. The authors conclude that traditional methods and tools for ecological and economic management are not quite effective in relation to weak-stable socio-natural-economic systems with high environmental risk.

Modern conditions of business are characterized by a high level of dynamic changes in factors having a direct impact on the activity of a production system. Under such conditions the problem of strategic administrative decisions which would provide competitiveness comes to the fore. The author offers an approach to forming a target picture of production system activity in dynamically changing conditions.

Abstract
The paper describes a parallel approach to the process of creating complex high-tech products and identifies its advantages and limitations. It is shown that the basis of modern engineering is numerical methods allowing to reach the best balance of criteria, constraints and costs imposed by the customer on the developed objects. The use of automated design systems provides conditions for more accurate estimation of the performance of complex hightech products, significantly reducing the time spent from generating an idea to production and reducing quality costs.

The article proposes an original approach to practical solution of the problem of lifelong system of education provision and social partnership at the level of a territorial entity. Methodological approach to evaluating the effectiveness of an educational system cluster forming a single educational space «school - university - production» is suggested. This educational space will allow to supply the labour market with professionally trade staff.

Abstract
The article considers the problem of product quality control at food-stuff enterprises. Quality, as the most valuable for modern Russian customers element, should become an effective instrument of marketing, because it provides opportunities for the competitiveness improvement both of organizational settings and of the whole industry. The article also shows the evolution of the producers’ and customers’ attitude to the quality concepts in terms of the market and manufacturing processes development, as well as the structure of costs paid by enterprises to ensure the quality.

Abstract
The paper addresses the issues of resource management of an enterprise on the basis of matrix balance, as a derived format from a standard form of balance. The offered scheme of assessment of results of enterprise activity is presented in a matrix form according to four sections: the directions of enterprise economic activity, types of financial resources, the direction of investments of financial resources, assessment of incomes from different activities. The application of this method in practice allows to estimate the efficiency of enterprise resources usage.

Abstract
The article considers the problematic issues of referring software to the category of “goods” in customs regulation of international software trade. In accordance with the assumptions of classical economics the case is made for referring software to the category of “goods” on the basis of such determining features of goods as use value and exchange value. The author proposes his definition of the term “software” for the purposes of customs regulation of international software trade.

Abstract
The article deals with the problem of attracting additional funding, which is relevant in the context of the economic crisis. The author considers the concept «financial instrument», and provides the definition of “financial instrument” as a source of funding. The main types of financial instruments are pointed out, their classification according to the purposes of use is presented. The issue of using borrowed capital (by example of loans) in economic crisis is considered. Recommendations are made for more effective management of enterprise financial resources in the use of various funding sources.

Abstract
The article analyses the features of the comparative approach to assessing the value of commercial bank in modern conditions and considers the problems of this approach in conditions of modern market economy. The underlying theoretical bases on which the evaluation of financial institutions is rested, to a greater extent reflect the general scientific idea of their assessment, rather than its practical application. Due to specificity of banking activity the foundations of assessment need methodological refinements in order to increase the objectivity of their application to determine the bank value.
