Abstract
This article describes some aspects of road taxing, which will allow to optimize the infrastructure in Russia. The relevance of the introduction of such a project is substantiated. The quality of roads influences both social and economic efficiency, allows to reduce expenses in chains of deliveries at the expense of ensuring «just in time» delivery, optimum planning of routes and effective realization of other methods, models and algorithms of logistics.

Abstract
The paper discusses such a new phenomenon in innovation economy as "reverse innovation”. The nature of reverse innovation consists in the movement of innovative products created in developing countries to the developed ones, i.e. in the «opposite direction». Innovation products or services created in developing countries are much less expensive and, therefore, are in high demand. The author argues how to create conditions for reverse innovations development in Russia through venture capital financing. This could give a new impulse to the domestic economy in terms of innovations and help increase the share of innovative products in the GDP of the Russian Federation.

Abstract
By examining the concepts «category», «economic category» and «consumer value» the author proves economic nature of consumer value and offers his own definition of the phenomenon. A mechanism of forming consumer value is developed based on value-oriented management and taking into consideration the differentiators of value and the features of its components from the point of view of all participants of the process. Defining theoretical concepts is the basis for studying the consumer value forming mechanism which allows to increase customers' commitment and improve their performance.

Abstract
The article is devoted to Russia's economic development in the 20th century in terms of political science analysis and identification of the roots of the past mistakes and failures in the administration of the state. The author makes an attempt to systematize the evolutionary process of Russia's development to reveal the regularities of the events from the point of view of the political component of management process. The focus of the study is on the political analysis of the historical events in Russia. As economy is the basis of any state, the political analysis of the history of the Russian state in the 20th century is based on the processes of economic development. According to the author, all Russian troubles are triggered by application of the principle "to build a new society after a complete destruction of the existing one”.

Abstract
The article considers the establishment of above average wages as a method of forming staff organizational commitment. On the basis of one of small businesses of Biysk city the author proves that raising staff wages to form their organizational commitment is not profitable, because at present savings on wages far exceed the costs arising in connection with the outflow of personnel and the need for replacement.

Abstract
The management of real economy enterprises under modern conditions should be based on the combination of market and state regulation methodical principles, with the long-term oriented techniques being prevalent. The latter primarily refer to planning the enterprise activity. They reflect step by step actions aimed at achieving a desirable condition of the enterprise as a socio-economic system, which requires an increase in scientific level and strengthening of procedures and techniques providing a stable and crisis-free development of an enterprise. This article addresses the problem of change management in industry. At present the problem of periodic improvement of the system of industrial enterprise has developed into a problem of creating a mechanism for its constant adaptation to the effects of environmental factors. The concept is introduced of the mechanism of organizational changes of the system of industrial enterprise. The author considers the process of adapting the system of industrial enterprise management to the conditions of organizational change mechanism within the framework of economic reengineering and organizational development. The main variants of forming organizational structure of management for different types of enterprises are supplied.

Abstract
This article is devoted to employees' labor motivation and labor behavior management with the help of different HR-policies realization. The study focuses on the practice of forming HR-policies by state corporations and the factors influencing employees' labor motivation under globalization. These factors are important for studying, analyzing and building effective system of managing personnel motivation. Abstract
Standardization is one of the key elements of labor management in all organizations. This is due to the fact that control performance is based on staff efficiency and productivity assessment using common principles and methods of standardization. The absence of clear and precise understanding of labor standardization processes makes it difficult to adapt management in organizations to modern trends. The paper suggests a novel approach of labor standardization study and presents a set of works for labor standardization based on cyclical production processes in organizations.

Abstract
The article analyses traditional and innovative approaches to the assessment of customs officials. Under conditions of strategic change in customs administration the role of customs becomes more prominent in economic and social life of the country. The requirements for customs operations have been increased both by the state, and traders, which determines the need for applying innovative personnel technologies, including competence-based ones, to HR managing of customs bodies.

Abstract
Modern trends in the field of public administration determine the need for forming innovative theoretical and methodological base of customs management based on an integrated model of management. The article identifies the institutional conditions of customs bodies' functioning and development, formulates the basic assumptions of customs management within innovative theoretical model and perspectives of its implementation. The development of Russian customs service on the basis of the integrated model will allow to form new organizational and management arrangements for the work of customs bodies, aimed at improving the efficiency and quality of customs services.

The benefits of application of the process approach to quality improvement are described.

Abstract
The paper considers a foodstuff market, the dimensions and rates of its development which largely determine the condition and dynamics of economic and social development of the country. The author suggests some basic ways and means of the state foodstuff market regulation. These suggestions will allow to raise significantly the efficiency of administrative measures, to take into account the needs and satisfaction of different consumer groups and totally improve regional foodstuff markets.

Abstract
The article focuses on the innovation capacity of a region and different approaches to its estimation. A brief description is presented of innovative development of the Samara region on the basis of such economic indicators as gross regional product, investment in fixed assets, total innovative products, the volume of shipped innovative products, etc. To perform a more detailed calculation of the innovation capacity value of the region, a modified technique by G.I. Zhitsa was employed. The study reveals the dynamics of the Samara region's innovation capacity and proposes some measures for its elevation.

Abstract
The article deals with the problem of production process modeling. The most common modeling techniques are critically analyzed as they do not take into consideration the spatiotemporal aspects of industrial planning. The author suggests her own approach to production and logistic modeling and all of the associated processes. The key feature of the proposed approach is to take into account not only the qualitative but also the quantitative characteristics of the production process. The author demonstrates the possibilities of application of the proposed method (within the information system) to operational scheduling.
