The article considers the preconditions and causes of modern world financial crisis rooted both in the capitalist mode of production (contradiction between social production and private property), and newly formed conditions determined by separation of financial and production capital; transformation of the former into rather independent and self-sufficient entity of virtual capital; deregulation of financial sector, lack of many anti-recessionary regulators; moral crisis and maniacal search for profit.

The article deals with the issues of energy security of Poland, which occupy a central place in its foreign policy; analyzed the factors determining the im-pact of Poland's energy policy on the balance of power in Europe. Forced to be engaged in dialogue with Rus-sia, Poland will approach this process with great utmost. Current energy cooperation between Poland and Rus-sia is considered as a temporary compromise reflecting mutual strategic interests of Warsaw and Moscow.

The article is concerned with the interac-tion of state authority and private property in Russia's economic life. The changes in the system of property relations under the influence of globalization of the world economy are considered. Shown the making of the variety of property relations and the forms they as-sumed; described the authority-property contradictions established at the initial stage of the market conversions and influencing both the forms of authority and property and their interaction.

The article considers the issues of the Kyr-gyz Republic innovative perspectives in agriculture. The development of infrastructure and agro-tourism in rural areas create investment opportunities for the introduc-tion of innovative mechanisms in agriculture. Innova-tion processes in the agriculture of Kyrgyz Republic are tightly connected with restoration of the loss of livestock, improvement in productivity, increase in the fertility of soils and material and technical base of agricultural enterprises. The basic purpose of agrarian innovation policy is acceleration of the rates of growth in agricul-tural production by enhancing its competitiveness, mak-ing rural life more attractive and raising life standards in the area.

The article examines the role of the state in regulating the market economy, the principles of the forms, methods and mechanisms of state regulation in general and in agriculture, in particular. Studied and summarized the world experience in government regu-lation of agricultural sector in relation to the conditions of Kyrgyzstan. Both direct and indirect ways of state in-tervention into economy are described and specified for Kyrgyzstan which is in transitional period from planned to market economy.

The article considers the problems of food security in Russia which determine population's physi-cal and mental health. One of the most important and foreground conditions of socio-economic development of the country is associated with production, distribu-tion and consumption of food. Food national safety pri-marily depends on the general state of economy and particularly on its agribusiness. Highly developed and effective agriculture is an indispensable characteristic of the foremost economy. According to the calculations of international organizations a country must provide itself with no less than 70 - 75% of domestic food products.

The article raises the problem of differen-tiation of the regions of the Russian Federation accord-ing to the level of their investment activity. Based on the data of 2000-2010 financial period the structure of investments in the regions was analyzed. The regions of the Russian Federation were grouped according to the share of their own sources of financing investments in fixed capital. Factors of investment attractiveness of the regions were identified and conclusions were made on revising the factors of territorial distribution of invest-ment flows.

The article considers the development of equities market under the conditions of world financial crisis. The analysis of country's sensitiveness to exter-nal negative phenomena is conducted. The macro-level estimation of the falling level of indices is provided for 2008. The basic directions of financial crisis influenc-ing the Russian Federation fund market are determined. The measures to overcome the crisis are suggested for the Russian economy.

The article considers the definitions of the concept of equilibrium from a the position of Marxist the-ory and the models of equilibrium developed in the neo-classical theory of the equilibrium price and the AD-AS model. The possibility is shown to include the concept of equilibrium in Marxist theory, in spite of the fact that from the point of view of this theory the equilibrium in the real market economy is unattainable. The definitions of the concept of equilibrium put forward by those authors who include Marxist theory in economics are analyzed. It is proved that the definition of macroeconomic equilibrium in the AD-AS model contradicts the one in the neoclas-sical theory of equilibrium price.

The article specifies the definition of the public-private partnership, examines its elements, ana-lyzes and suggests an approach to organization of the interaction between government and business on the basis of public-private partnership. The author also summarizes the characteristics of the Partnership and proposes its classification as well as specifies and re-searches obstacles to the development of public-private partnership in the Russian Federation.

This paper studies possible options of or-ganizing lawmaking institutions on the basis of the sys-tem approach and institutional theory. The theories of cybernetics and self-organization are used as two differ-ent ways of thinking and activity. The paper describes a project to create a subsystem of lawmaking on the prin-ciples of self-organization, as the most effective coop-erative model for the interaction of all parties interested in lawmaking.

The article examines a link between the chosen specialty and future social guarantees and considers preferential group students' achievements in doing tertiary education programs, as well as disabled people retraining aimed at their active participation in the open labor market. The article makes a comparison between inclusive education organization and egalitar-ian system of education in the world leading countries. The features of getting higher education by disabled persons in Russia are specified.

The article analyses the methods for form-ing a "package" of works and services and the service system introduction in contracts of building companies. It is also concerned with the issue of "package of works and services" for building companies. The author high-lights the factors that should be taken into account when making this package. The problem is considered with regards to the concept of marketing as applied to the process of forming the package of works and services in a building company. The necessity of using new ways of informing clients about the "package" is asserted.

In modern socio-economic conditions industrial organizations have to realize flexible and ef-ficient strategic management. The main systems of strategic management such as the system of strategic planning, budget planning, multi-purpose management, balanced system of factors used in industrial organiza-tions, have their advantages and defects. Considering the systems of strategic management from the position of theory and practice of management in industrial organization it is possible to confirm that none of these systems can replace the others. Hence the considered systems of strategic management could be united in a single structure and forged into a system of higher order.

The article is concerned with a mathemati-cal model and means of choosing the optimal plan of manufacturing radio engineering products under con-dition of linear restrictions on accessories storing and the volume of released products. MS Excel electronic spreadsheets, the program «Decision search» and also the programs written on VBA are used: VEKTOR1 (set-ting initial vector), PR-MAX (calculating and controlling of «maximum» plan storage), PR-MIN(calculating and controlling «minimum» plan storage). The specific task is solved. The developed support can be used as a tool for production planning.

Under conditions of globalization, when political and economic relations between the countries are expanded, the sustainable development of produc-tion in each country seems quite important. In this re-gard, the paper presents a statistically-based research on the value of the concept of sustainable development, its role in the agrarian economy development of Azer-baijan, the measures taken and their consequences. The issues of environmental protection are considered producing significant influence on sustainable devel-opment of agricultural economy in Azerbaijan. Among them are maintaining erosion and salinization of land, measures of forestation and reforestation, measures enhancing environmental propaganda and education.

This article deals with the strategic issues associated with the control system software develop-ment companies. The author examines the factors which being underestimated can lead to a decrease in the competitiveness of enterprises, enhanced business risks and, consequently, reduction in the overall perfor-mance. The paper suggests the concept of program management for enterprise development, which is taken as a basis for theory building and systems development, methodology, Project Management and SADT-modeling and methodology for managing business activities of enterprises. The author examines the main provisions of the modeling of investment and innovation needed for the jump (by individual jumps through innovative trans-formation) development of the enterprise.

Today we witness the complex patterns as-sociated with the formation of «new» economy based on knowledge, one feature of which is very close and multi-scale integration of education, science and busi-ness, which is manifested both at the national level and in the process of globalization of the world economy. If we turn to the practice of foreign countries, regardless of the similarities and differences in national models of scientific and educational process, the basic direction of policy in this area forms a sort of "coordinate system" of national aims and state objectives. The integration of education, research and produc-tion in foreign universities took shape during the second half of the 19th - early 21st century. The integration models in use proved their viability and seem perspec-tive.

The accuracy of financial analysis largely depends on the source of information used for its im-plementing. This article firstly analyzes the sources of information suitable for assessment of financial position of a commercial bank in Russia. Secondly it describes their advantages and disadvantages. Thirdly the most suitable for financial analysis source of information is identified. The results of the research could be used by investors for selection of the source of information for financial analysis.

The article presents the classification of services in the sphere of fire safety ensuring of the re-gion. Federal state, regional state, municipal, market services and services of voluntary fire protection by organizations and citizens are considered. As a result the system of interconnected and complementary ser-vices is established. The research was carried out on the basis of normative legal acts and the documents of methodical character accepted by public authorities and local government. The classification of services will al-low to create a cluster of services in the sphere of pro-viding adequate level of fire safety and minimization of losses owing to fires.

Correlates as additional parameters of object descriptions and their types are considered. The concept of correlative indicators is expanded. The correlates are shown to affect the quality of analysis and evaluation. The concept of information model of the object is used. The concepts of the correlative information model of object (RIIA) and the derived correlative indicator (PEP) are introduced. Proved the use of correlative index allows to create economic and non-linear mathematical models. Such non-linear models provide a more accurate description of changes in the value systems of different objects under significant impact of conjuncture factors. Disclosed the basis of correlative approach as a tool for description, analysis and economic evaluation. Provided examples of the advantageous use of correlative approach.
