Abstract
The article considers the category "work-ing hours" as a basis of the law of value and money as a form of economic time of society, and also "free time" as the purpose of social production. The role of these categories was identified in economic theory and they were recognized as central to the definition of the law of economy of time. The issue is examined concerning the possibility of stimulating workers by spare time rather than material reward. The social value of spare time is proclaimed in social state making. The time component of post-industrial society and specific process of diffu-sion of working and free time are thoroughly analyzed.

Abstract
This article aims at identifying the prob-lems that hinder Russia's innovative development. The author analyzed the state of innovative development of the Russian economy and disclosed the causes that prevent the country's innovative development. The ma-terial support of scientific organizations, big business innovative activity, commercialization of innovations, etc. are considered. The paper proposes some ways to address the key problems of innovative development of the Russian economy.

Abstract
The article reviews some modern ap-proaches to the definition of «human potential» in mod-ern social environment affected by new civilizational conditions of information society. Having carried out the analysis of existing approaches of the leading scientific schools, the author draws a conclusion that the combi-nation of human potential components varies depend-ing on the reached level of social development and it is necessary to speak about the prevalence of one of them in different social contexts. Transformation of human potential as a system consists in one form dominating others at changing stages of public reproduction.

Abstract
The authors present their view on agrarian personnel as specific scientific category proving some elements of modern methodology of economical and sociological analysis of social and professional poten-tial of agrarian personnel. Such concepts and terms as "labor potential", "personnel", "human resources", "so-cial and humanitarian resources" etc. are specified. The authors make an assessment of qualitative condition of agrarian personnel in Russia and tackle the problem of revival and extended reproduction of human factor in this sphere.

Abstract
The paper substantiates the decisive role of science-intensive sector in Russia's innovative devel-opment. A new economic category "innovative moderni-zation" is suggested which reflects the system of techni-cal-technological and organizational-economic upgrade of science-intensive industries in Russian economy. The necessity of substituting the model of catch-up de-velopment by the innovation model of modernization is proved, which ensures the competitive advantages and innovative breakthrough under the conditions of globali-zation.

Abstract
IFRS and RAS financial statements are important sources of information that could be used by a potential investor for assessment of financial position of commercial bank. However in some cases these financial statements can be unavailable for potential investors. This article describes methodology and results of analysis of availability of IFRS and RAS financial statements for external stakeholders. Results of this analysis can be used by potential investors that search for source of information on the basis of which to perform the assessment of financial position of commercial bank.

Abstract
The article suggests the classification of services in the sphere of safety while processing production consumption wastes of the region. Federal state, regional state, municipal and market services are allocated. The research was carried out on the basis of standard legal acts and also the documents of methodical character accepted by public authorities and local government. As a result the system of interconnected and complementary services was established, which will allow of creating and developing a cluster of services of life support of the region.

Abstract
The paper considers the fundamental principles of a computer-based system for financial analysis, called APHINA, which is currently in develop-ment. In addition to standard procedures of auditing ac-counting records of an enterprise, the system has the necessary tools for intellectual data analysis designed to search for discrepancies and fill in the gaps, as well as a module for predicting the enterprise performance indicators. The UML language notation contains a use cases and activity diagrams.
