Abstract
The article is devoted to a problematic of development of the human capital in a
context of the theory of the human capital of Gary Becker. It is proved, that application of this
theory to the analysis of the Russian educational market gives results contradicting it. In this
connection the educational market in Russia is ruling by a risk factor of social vulnerability,
instead of maximization of the personal income, as in USA and other developed countries.

The article is devoted to a problem of influence of structure of a labour market
on a gain of incomes. The period of economic growth in Russia our decade is considered. The
main feature of this growth was rather low gain of incomes of the population, in comparison
with other industrial countries of the world. In this connection the conclusion is done, that the
reason of such position in economy was and remains monopsony on a labour market in the

Abstract
Questions of the estimation of the investment risk of the regions of Russia are
in this article illuminated. The existing approaches to the estimation of investment risk based
on the example of the regions of southern federal region are analyzed. The procedure of the
estimation of investment risk on the basis of complex integral index is proposed. This procedure
considers the influence of the basic investment significant indices on the integral index of
investment risk it makes it possible to make adequate conclusions about the investment state
of region as a whole, and to also systematize regions along the level of integral investment risk
relative to each other.
