The approach to the formalization of the category «cooperation» is considered in the article applicable to the cooperation between the customs bodies and the participants of the international activity during the transit of goods and means of conveyances across the Customs border of the Russian Federation. Formal-mathematical presentation of the notion «cooperation» is submitted. Theoretical-multiplied approach is put into the formalization basis. The formal description of the cooperating systems is «entry – state – exit».

In this article an attempt has been made to reveal basic preconditions for forming a new conception in the sphere of staff-management, based on the complex development of qualitative features of any organisation’s business potential. In the article current viewpoints on the process of staff’s development are summarised, modern approaces to the development are classified, and the notion “a conception of staff-development” is provided.

In this article based on an analysis of existing methods of communication policies of the company: advertising, PR, personal sales and sales incentives the optimal strategy for the development of the company in the service sector is determined. The methods that generate the fastest and long-term result are identified, assessment of the effectiveness of these methods is made, both to increase sales of the company and to improve its image and recognition. The analysis revealed that the most effective is the integrated use of all basic methods of communication policies, but in varying proportions - in a more efficient and cost-effective methods should spend more money and effort, but that should not be forgotten on the methods that bring more tangible results in the long term.

Absrtract. The article describes the qualitative aspects of management process resulted from implementation of integrated information (management) system. Specific characteristics of management activity, which stipulate difficulty of analysis is also explained, and possible solutions of the issue are proposed.

Inefficiency of centralized planned economy in USSR at the end of 1980s results in necessity of transition to a market economy and making different patterns of ownership. There were many different discussions about transformation from state to privet property. Leading economist’s plans and programs weren’t accepted, and in august 1991 this process was finished.

This article tells about different types of economic systems, its characteristics, such as patterns of ownership and property rights, method of coordination and management of economic activities, priority of interest, degree of intervention of the state. Studying of economic systems has practical value for development of economic model of Russia.

According to the author’s opinions, the problems connected with the development of innovative activity should be solved by means of cooperation of the main economical subjects. These main subjects are: state, businessmen, concrete persons. But at the present day there is no clear and exact socioeconomic and political program, which could combine interests of all sides. Reasons and stimulants of the behavior of each subject are very contradictive and do not consider their interest to the innovations.

Clause is devoted to the analysis of transformation of a control system of public health care in the USSR, a transition period 1992-2002. The special attention is given a role of the national project “Health” in transformation of social sphere and to methods of achievement of stabilization of the population of the country and increase of life expectancy of the population.

Now it is everywhere recognized, that the most preferable method distribution of resources to education is the scheme “money follow pupils” that is financing on the basis of demand. It often refers to “per capita distribution of means” or “normatively budgetary financing”.

The problems of formation socially-oriented economy in Russia and the government’s role in this process are analyzed in this article.
