Abstract

Aim. The purpose of this work is to analyze the concepts of region, regional management and the evolution of their content in domestic and foreign theory and practice.

Methodology. The article considers the views on the essence and content of the concepts of region and regional management, and the specifics of their implementation, taking into account historical experience and modern practice. The methods of analysis, synthesis, historical method and method of comparative analysis were used in the research.

Results. In the course of the work, it was found out that, although the concept of region entered scientific circulation relatively recently, as a phenomenon it has existed for several centuries. Regional governance, especially its international aspect, requires special attention in modern Russia.

Research implications. The results of the study contribute to the theory and practice of regional governance in the Russian Federation.

Abstract

Aim. To consider the possibilities of applying the results of scientific-technological forecasting in assessing scientific-technological programs and projects of the full innovation cycle.

Methodology. Methods of system analysis, comparison, generalization, induction and deduction were used in the research.

Results. The authors reveal the features of project management of the full innovation cycle, the criteria that are used in the selection of projects and the results of scientific-technological forecasting that can be used for assessment in the selection and implementation of projects. The features of the formation of scientific and technological forecasts and their main results are shown. The aspects of assessing the progress of projects by the level of technology readiness are considered. The technology of forecasting the level of equipment and technologies readiness for various development scenarios is shown. The methodology of choosing the best management decisions for the development of the project based on the forecast of the technologies readiness level and evaluation of management decisions effectiveness for various development scenarios is given.

Research implications. The theoretical significance of the article lies in the development of scientific and methodological recommendations on the use of the results of scientific and technological forecasting for the implementation of the selection and evaluation of the feasibility of projects of the full innovation cycle. The study has practical significance, which consists in applying the results of cognitive forecasting when choosing projects for implementation, as well as assessing the feasibility of these projects, which will allow more efficient use of budget funds allocated for the development of projects of the full innovation cycle.

Abstract

Aim. To conduct an analysis of the state of corporations’ educational infrastructure and identify problems in its functioning, determine the prospects for its development.

Methodology. In the course of the content analysis of scientific works, the absence of the definition of the term “educational infrastructure of corporations” was revealed. The state of the educational infrastructure of companies was studied. Methods of analysis, comparison, generalization and interpretation of the results of the study were applied.

Results. The author’s definition of the educational value of corporations is offered as a set of tools and instruments for training employees of corporations, including the material structure of the educational process, educational technologies and educational materials. Analysis of the state of the educational infrastructure of companies Intel (USA), Amazon Inc. (USA), Toyota Motors Corporation (Japan), China Commercial Aircraft Corporation (PRC), Huawei (PRC), Gazprom (RF), Sberbank (RF), Metalloinvest (RF) revealed that they all pay special attention to the development of training, realizing the important role of advanced training, development of human resources in creating a competitive advantage. The problems of functioning of the educational infrastructure of corporations are revealed, including the lack of an individual approach, the presence of barriers in the exchange of knowledge between employees of branches of the same corporation in different countries, which hinders the achievement of the effectiveness of the educational process.

Research implications. Among the prospects for the development of the educational infrastructure, the elements of the educational infrastructure of the corporation are highlighted, the use of new information and communication technologies is noted, including the use of live broadcasts, intelligent selection of educational materials, as well as the achievement of open corporate training, which contribute to the improvement of personnel skills, which is gradually becoming a priority for personnel policy and satisfies the needs of the company in formation of highly qualified specialists.

Abstract

Aim. Today the world scientific community has not yet formed an agreed point of view on the definition of a “green” economy. Many important generalizations in this direction require development. This is necessary for a more detailed understanding of the essence of the construct under study, the definition of scientific and practical goals in this area, the identification of approaches, and the construction of classifications. The purpose of the article is to consider the definitive aspect of the concept of “bioeconomics”.

Methodology. The scientific content of the official websites of Russian and foreign research institutions working in this field, using the terms “bioeconomics”, “biotechnology”, “bioengineering education”, “transdisciplinarity” was the methodological basis for the analysis of theoretical and practical aspects of bioeconomics and the proposed conclusions.

Results. As a result of the generalization of already formed theoretical and practical approaches, a classification of directions for the development of bioeconomics has been obtained. In the course of the author’s research, the following tasks were solved: a) identifying the role and place of bioeconomics in the system of sciences; b) consideration of the priority directions of its development in the innovative economy in the conditions of continuous transformational processes, globalization, automation.

Research implications. The solution of these problems creates a theoretical basis for the training of specialists focused on the implementation of competencies in the field of bioeconomics.

Abstract

Aim. Explore the role of inflation and inflationary taxation in the Russian Federation.

Methodology. The dynamics of inflation in Russia for 2010-2022 are considered; the share of the VAT and excises in tax revenues of the federal budget of the Russian Federation for 2016-2021; dynamics of actual and forecast receipts of the VAT and excises in the budgetary system of the Russian Federation. As a result of the study, it was revealed that in different years 2010-2021 there is an increase in inflation to a maximum level, such as in 2015, then a decrease to a minimum level in 2017, but inflation reached a critical level in March-April 2022. The article uses the comparative method, the method of arithmetic differences, elements of predictive and statistical analysis.

Results. Over the past few years in Russia, the greatest effect of inflationary taxation was observed in 2020-2021, and especially at the beginning of 2022. These periods are associated with the COVID-19 pandemic in 2020-2021, as well as with the sanctions imposed by the West in connection with the outbreak of the war in Ukraine and the oil embargo as a result of the EU sanctions in 2022. As a result of these sanctions, the risk of rising prices is projected to increase if the fall in commodity exports is significant.

Research implications. The scientific works of famous scientists-economists in the field of inflation and taxation, such as Gagarina G.Yu., Glazyev S.Yu., Lapshin V.Yu., Senchagov V.K, are studied. It is proved that inflation is a forced increase in the level of prices for goods and services over a certain period of time. For the population, inflation consists in a regular increase in retail prices, which causes a decrease in their purchasing power. Besides, a high level of inflation hinders long-term investments in the Russian economy, slows down the pace of economic development, devalues the national currency, destroying the monetary system.

Abstract

Aim. To investigate the features of the labor motivation of generation Z and the main reasons that determine it for more effective involvement of young professionals into the labor process and professional development.

Procedures and methods. The authors analyzed and compared the results of a number of studies of social behavior and work motivation of generation Z, including studies of social and work behavior of students of Moscow Polytechnic University, in order to identify the features and patterns characteristic of representatives of this generation. The theory of generations, the authors of which are U. Straus and N. Howe, causes controversy among scientists, but has proved its practical feasibility, which is confirmed now during studies of the features of the regularity of social interaction, personal values and life priorities of representatives of generation Z.

Results. As a result of the study and analysis of the results of the study and comparison of the results obtained with similar studies, the features of social interaction and work motivation that are most characteristic of representatives of generation Z were identified.

Theoretical and/or practical significance. The practical significance of this study lies in the fact that, based on the analysis, measures have been proposed that can increase the labor motivation of generation Z, which is currently an urgent problem for employers that can solve codependent problems: reduce staff turnover, increase labor productivity and quality, develop the desire for professional growth and self-development among young professionals in the professional field (activity).

Abstract

Aim. The article is devoted to the analysis of the influence of external and internal factors influencing the duration of the operating cycle of an industrial enterprise.

Methodology. During the research, methods of system analysis were used, which allow to comprehensively consider the processes taking place at industrial enterprises.

Results. The analysis of the duration of the operating cycle involves the allocation of key assets, and also allows enterprises to carry out measures to optimize technical and economic processes that ensure the efficiency and reliability of operation and maintenance of key assets, contributes to improving the return on capital, investment efficiency and investment attractiveness of the enterprise.

Research implications. It is shown that increasing the efficiency of the operating cycle of an industrial enterprise can be achieved through the introduction of modern resource management practices, as well as advanced information technology solutions. Automation and digitalization of key operational processes make it possible to quickly make production and marketing decisions based on the collected data, increase operational efficiency and the level of production safety, control and reduce not only financial costs, but also the environmental burden.
