Abstract
The article analyzes the concept and features of such type of economic system as ethnic economy which is a segment of the national economy based on ethnicity and traditional ways of doing business. The article says that ethnic economy in terms of economic profitability and the level of labor productivity today is much inferior to industrial production and agriculture. Because of these factors, the contradiction arises between the possibility of obtaining economic goods in an archaic, unprofitable way but with the preservation of national traditions, beliefs, language and culture and in a mass productive way, provided that production processes are standardized. It is concluded that with regard to the ethnic economy, a purely economic dimension cannot be acceptable, since the importance of preserving ethnic economies is determined by the need to preserve ethnic groups, culture, traditions, as well as employment and decent living in rural areas.

Abstract
The article highlights the interdependence of economic and social sphere development and considers some problems which have aggravated in the changed economic situation. The auhor argues that the Russian of the transition economy should continue its innovative development. Based on the review and analysis of publications on domestic and foreign experience in implementing innovation policy, it is stated that innovation policy should be tuned to the specifities of forming a non-raw material model of Russia’s economic development. It is also noted that there are some options for a possible change in the impact of the state on the development of the national economy.

Abstract
The article studies the issues of institutional changes in the economy of Kenya that are required for the stimulation of the industrial production. Such businesses are capable of boosting the economic growth and of increasing the living standards of population. The author considers which projects of foreign investments in the national economy of the country have been successfully implemented. It is concluded that to achieve the stated goal, it is necessary to take into account the external business factors. It has been outlined that the Kenyan authorities are willing to grand entrepreneurs a wide spectrum of stimuli, develop special economic zones, and take active part in international economic integration. The results of the research show the necessity of institutional change for the attraction of foreign direct investments.

Abstract
The article considers the problem of researching the cognitive factors of hi-tech industry production. At present the innovative development of hi-tech enterprises is rather uneven and the problem lies not only in unfavorable external environment. Empirical studies show that the imbalances in innovative development are largely related to the internal inefficiency of the activities of science-intensive enterprises. The concept is introduced and a definition is given to the cognitive factors of production. Three main approaches constituting a systemic paradigm of research factors have been singled out. The development analysis has been carried out and the present state of the theory of factors of production is presented. The author presents her classification of cognitive factors of production and sets the problem of researching the cognitive factors of production as an aggregate of material, organizational and intellectual components of the configuration of the internal state of a high-tech enterprise. The concept of the configuration of the internal state of a high-tech enterprise is introduced. It is concluded that the uneven innovation development of a high-tech enterprise is largely due to the inefficient use of the factors of production which are the basic concept of economic theory, with such factors as knowledge, know-how, scientific and technical information being the determining ones.

Abstract
The article presents a cybernetic approach to birth rate modeling, which allows of reflecting the impact of demographic policy measures on the age-related birth rates. The reproduction of population is considered as a dynamic system with inputs and outputs. The inputs provide resources and information and the outputs release the results of information processing in asynchronous with the inputs regime. We propose to describe the response of the age-related birth rate to a set of demographic policy measures by using the transitional function. The latter can be used to predict the birth rate dynamics.

Abstract
The article is devoted to the study of the peculiarities of training human resource managers at higher educational institutions and the demand for such specialists in the labor market. The authors analyzed the degree to which the quality of HR managers training meets the requirements of employers. It is concluded that by upgrading the curriculum of the specialty “Personnel Management” and increasing the amount of practice the discrepancy between the quality of education and the requirements of employers will be reduced.

Abstract
The article is devoted to the features of HR-brand promotion in social media. The authors argue that the time of crisis is the best time to tackle the problem of development and promotion of a HR-brand because in this period the employees’ trust in the company is needed as twice as usual. The methods of the study are as follows: the analysis of research literature, methods of the theory of management and the theory of organization. It is concluded that the importance of the internal brand of the company as an employer has considerably grown in recent years.

Abstract
The article is devoted to the features of building an effective talent management system in modern organizations. The author highlights that in the talent management system candidates are selected not to a position but to a higher level of management. The study methods are the analysis of research literature, methods of the theory of management and the theory of organization. It is concluded that company’s talented employees develop in two directions: vertically (acquiring competences of a higher level) and horizontally (acquiring professional knowledge of adjacent areas).

Abstract
The article is devoted to complex research of the structure and features of education market in Russia. Special attention is paid to the issues of financial stability of educational institutions which depends on the prices of services they provide and their prime costs. The authors reveal the nature of price policy presenting it as a complex of measures to maintain the optimum level of prices and to vary them depending on the conditions of education market and the position of educational institution in it. Considerable attention is paid to a cost method of pricing as the most widespread in education market. In conclusion the authors propose the ways of providing educational services through distribution channels and strategic decisions on the elements of the marketing complex in the sphere of educational services.

Abstract
The article studies assessment methods of selecting public servants. The authors identified the most popular methods, focussing on the features of their use, as well as their advantages and disadvantages. The examples of raising the effectiveness and objectivity of the assessment procedure are provided. The authors argue the necessity of combining the considered methods for a more comprehensive identification of the conformity of applicants’ competencies to the requirements of a position and continuation of service.

Abstract
The article considers the main features of the “Smart City” conception through the prism of the innovative emerging technologies that exist nowadays. The authors study the theoretical foundations of the conception, its multi-factor model, and analyze the patterns of successful implementation of the “Smart City” conception in Barcelona, Singapore, Songdo. The article draws a parallel between the processes of “smartization” of the existing cities and the construction of new “Smart Cities” from scratch, by virtue of the newest innovative technologies described in detail by Dr. Klaus Schwab in the “Fourth Industrial Revolution”. Particular attention is paid to such technological innovations as the Internet of things, “big data”, autonomous car, robotics technology, 3D printing and production technologies. The article analyzed deep changes and possible risks that arise when implementing the above-mentioned technologies, and gives recommendations for preventing possible negative consequences. The study allowed to assess the significant potential and Russia’s interest in the model of “Smart Cities”, which was reflected in the government program “Digital Economy of the Russian Federation”, and also to conclude that innovative digital technologies are aimed at bringing long-term positive improvements in the quality of urban living.

Abstract
The article deals with the problem of the transition of industrial enterprises to a new system for regulating environmental pollution from 2020. The features of the transition to a new system for different categories of enterprises are considered in detail. The authors developed two models: a model of the optimal choice of technological measures to ensure the regulatory level of emissions (discharge) of pollutants and a technology improvement model to reduce pollution within the regulatory level. The models relate to discrete programming problems with Boolean variables, and the second model is a multi-criteria model, which allows of finding a compromise option for choosing measures to improve the technological process at the enterprise. An algorithm is suggested for each optimization model, which will provide an effective solution to the tasks posed.

Abstract
This article examines the problems of the stability of coordination mechanisms of the enterprise which is in the development phase of its own management system. The work of coordination mechanism by example of the enterprise that transfers from the divisional structure to the matrix structure is considered. The difference in configurations of coordination mechanisms of different types of organizational structures creates risks for successful operation of the enterprise. The author considers the structures of grouping organizational units and the criteria for their formation, including work process dependencies. To minimize risks, functional and administrative measures have been proposed.

Abstract
The article proposes a mathematical model for assessing the influence of library resource distribution on educational service quality. The model is based on a stochastic approach that makes it possible to establish a connection between the competencies of trainees formed over a certain period of time and the resource potential of the library and information environment implemented at the same time. The application of the model makes it possible to reasonably approach the formation and use of the library and information resources of educational institutions.

Abstract
This article considers the mathematical economic model for IT operational risk estimation, which is based on extreme value theory. This model allows of predicting maximum possible loss caused by IT incidents in the context of multiple releases of automated banking systems. The model is based on the assumption that catastrophic losses from IT incidents are distributed as Fisher-Tippet distribution. The paper provides two different techniques for parameter estimation for the Fisher-Tippet distribution when statistical data on operational risk events is known. Calculations are made by means of R programming language for confirmation of the results of the work. The model is validated by means of the Kupiec test. The author describes advantages and disdvantages of the use of extreme value theory to estimate operational risks.

Abstract
The article considers the current problem of increasing the competitiveness of enterprises by choosing an effective strategy for the development, production and commercialization of innovative products. To solve it, the features of high-tech science intensive enterprises are analyzed, their typification is carried out, and characteristic features are distinguished. The main factors influencing the competitiveness of such enterprises are determined and it is established that the choice of a rational strategy of enterprises’ activities is significantly influenced by their innovative potential, which is characterized in the author’s edition. According to the conclusion of the authors, the effectiveness of positioning of enterprises in a competitive environment should be determined taking into account the influence of external and internal factors, economic and organizational aspects of the formation of innovation potential, development of its structural components.

Abstract
The article reveals the features of the present stage of research in the theory of enterprise capacity. The authors analyse the scientific approaches in assessment of the potential and justification of the need for making complex decisions in the field. It is concluded that there are no uniform methodical bases of the theory of potential and expediency of formation of a methodical tool of its analysis and assessment on the basis of a combination of the resource, productive and balanced approaches.

Abstract
The article considers the role of innovative processes in construction. He authors tackle such problem as mass implementation of innovations in construction, and evaluate the construction as a multi-stage and progressive process. The examples are provided of the results of the introduction of innovative methods in construction and the production of materials and products. A number of factors that create the problems of mass introduction of innovative technologies in construction as a whole are analyzed. The authors come to the conclusion that as a result of the introduction of innovative construction processes the production of materials and products will be improved.

Abstract
The article considers the problem of analysis of efficiency of application and development of innovative potential and intellectual resources of the enterprise. The authors have defined and analysed the main methods and models necessary for receiving integration assessment in a range of definition of the degree of efficiency of functioning of the enterprise as well as their merits and demerits. On the basis of the conducted research it is proved that for the enterprise to increase its economic efficiency and innovative activity on the basis of comprehensive use of the intellectual resources preserved in its investment potential, the application of the considered models and methods is not enough. The authors convincingly prove that what the enterprise needs is high-quality increase in overall performance of the integrated organizational and production structure of the enterprise on the basis of the complex analysis of innovative and intellectual potential.

Abstract
Article is devoted to the features of training personnel at various stages of life cycle of the enterprise. The authors highlight that many companies just begin to establish the system of personnel training, and the attitude to it both on the part of managers and on t he part of personnel is still ambiguous. The main methods of the study are the analysis of research literature, methods of the theory of management and the theory of organization. Following the results of a research the authors have drawn a conclusion that the system of training of personnel creates a competitive advantage of the organization and has to be aimed at a business result.

Abstract
The article presents a methodology of using the concept of stock network in corporate finance management. Stock network means a set of funds corresponding to the phases of financial turnover: production, sales, revenue monetization and resource supply. It allows us to move from the traditional assessment of a corporation as a monolithic object to the assessment of certain areas of its financial activity. Its main goal is to increase the productivity of assets, i.e. their ability to generate cash flows. The proposed tools reveal though currently hidden but real problems and reserves of corporate finance, significantly expand and clarify the idea of financial and economic condition of a corporation.

Abstract
The article proposes the author’s method of evaluation of financial stability of enterprises-executors of the state defense orders. The method takes into account the financial and economic indicators of the enterprise activity and can be used to select the contractor of a public contract. The offered comprehensive indicator of financial and economic stability can also be used by the state customer at the stage of formation of technical specifications and analysis of a potential manufacturer of state contract products.

Abstract
The article considers the problem of increasing revenues and raising liquidity of domestic commercial banks. The author has analysed market condition of banking products. One of the most difficult products helping on the one hand to increase bank revenue and on the other hand to reduce risk is products with built-in options. Special attention is paid to methods of modeling bank interest income. Based on the results of the conducted research it is concluded that the change of key interest rate influences commercial banks revenues if in the conditions of percentage risk liquidity is controlled.

Abstract
The article deals with the topical problems of tax authorities’ interaction with taxpayers. The auhors identify the problems faced by many taxpayers and describe the stages of solving these problems. It is concluded that if the existing system of tools for compulsory collection of debts from those taxpayers who do not wish to fulfill their tax payment obligations is not effective, then more serious measures must be taken, such as recovery from the debtor’s property.
