The authors suggested including in the schedule of the program the reserves determined on the basis of the impact of negative factors on each activity separately. The estimation of time reserve is based on a combination of expert assessments using a specially designed scale and the theory of fuzzy sets. The authors developed an algorithm for calculating fuzzy evaluation of the reserve time for the event. It is proposed to use a risk-function to determine the scalar value of reserve time to include into the model of schedule formation of program activities implementation.
