SOCIAL PROBLEMS OF TRANSFORMATION OF THE RUSSIAN ECONOMY

Abstract
The article argues that in radical socioeconomic transformation in Russia the conditions are created for a new system of ownership rights. In this connection, some shifts have been marked in the objects of ownership affecting its structure and forms. Post-industrialization is associated with technology, computer and information development, which complicates the structure of ownership making it multi-subject. The authors see their task in highlighting the regularities of ownership transformation.

Abstract
The paper considers difficulties in categorizing such a topical concept as “human capital”. The author highlights ambiguous interpretation the concept receives in modern literature on economics. In this regard the differentiation of individual and public “human capital” is offered. The author substantiates and systematizes the criteria for identifying and classifying “human capital”.

Abstract
The article presents the results of investigation of invariant macroeconomic models of the national economies of Russia, the United States, Germany, France and England. The models are based on lowering the parameters which restrict competitiveness (import, external public debt, consumer price index - the first model; external public debt, and consumer price index - the second model). The first model showed the best approximation to the ideal model of the Russian economy, the second model showed the best correspondence to the ideal model of the economies of Germany and England.

Abstract
The article considers the economic problems of Russia’s accession to the WTO. The article analyzes the influence of this process on the basic industries, its advantages and disadvantages for the Russian economy and also provides some predictions of total losses of the Russian economy caused by the accession. Taking into account the main functions of the WTO the authors substantiate the measures to be taken by the state to support particular sectors of the national industry in the current and forthcoming periods.

Abstract
The article considers the formula of macroeconomic equilibrium of the AD-AS model and questions the argued conclusions of this model according to which the market economy inevitably reaches a condition of macroeconomic equilibrium as a result of a changing ratio of demand, supply and price level. The author proves that there is a contradiction in identifying the starting point of the market economy movement to macroeconomic equilibrium in the AD-AS model. The article studies the principles of making function of aggregate supply and aggregate demand and criticizes them for the flaws resulting in incorrectness of the “formula” itself.

Abstract
The paper aims at tracing the evolution of administrative decision-making theory in business activity since the second half of the 20th century till present days. It is shown how the concept of administrative decision-making theory has changed throughout the period. The increasing role of cybernetic and synergetic methodologies in the theory and practice of administrative decisionmaking with reference to modern enterprises is revealed in connection with the growth of uncertainty and risks in modern economy.

Abstract
The article considers some aspects of modernization and innovation of the Russian economy: need, possible sources, driving forces. Various views of economists - both theorists and practitioners - on the existing demand for innovations from national business and economy are presented. A survey is conducted of forms and directions of state support for business aiming at converting the Russian economy into innovative one. In modeling demand for innovations from business high, medium and low levels of manufacturability of enterprises and industries were distinguished. The authors conclude that modernization of middle- and low-tech economic sector provides additional stimuli for introducing innovations irrespective of the costs of research and small-scale production per unit.

Abstract
This article deals with the external conditions for stimulating innovation activity of universities particularly focusing on the key changes in the Russian legislation which allows of launching small innovative companies with higher education establishment shareholding. The structure of the added value in different economic activities of the Tambov region was analyzed to reveal promising economic activities for innovation which provide final consumption of the whole product chain.

The article offers an option of business development by satisfying citizens’ demand for affordable and qualitative housing. The system of rent relations is comprehensively considered. Its constituent elements, their development and present condition are analyzed, with quantitative and quality standards being provided. The expediency and economic efficiency of building a pilot project of an apartment house in the South Western administrative district of Moscow is substantiated.

Abstract
The article considers the issues of modernization and development of the Russian fuel-energy complex enterprises with regard to existing corporate management models. What challenges effective management of the industry development is the necessity of changing money-and-credit, structural and investment policy to raise competitiveness of processing industries. The author stresses the fact that corporate management is too centralized to solve intra-industry problems.

Abstract
The article is devoted to the development of the Moscow region industry after the expansion of Moscow city. The article considers the advantages of the development of the Moscow region industry after the expansion, describes the processes of goal setting for strategic transformation of the region, the system of measures to trigger the development of the Moscow region. The conclusion is made about the expediency of setting up a coordination centre for the Moscow region, the main task of which should be the correlation of the parameters of business-process development projects, their elaboration and introduction into industry.

The negative effects of regulating innovative infrastructure are revealed. The existing forms of state support of innovation are analyzed and strategies are suggested for improving and developing the management of integrated innovation structures in higher education institutions.

Abstract
The article tackles the issue of the required changes in social and economic grounding of intra-firm training aiming at its transformation into a factor of innovative development. The authors consider the economic activity analysis-based options of calculation and demonstration of the predicted after-training effect. The advised economic assessment of intra-firm training efficiency uses comparisons of the results of personnel efforts to increase labor productivity and overall output with the impact of salary growth and other parameters.

Abstract
The article considers the structure of business aims of administrative department (AD). The author determines the policies of purchases according to each nomenclature group and presents a detailed management structure of the purchase department. The main aspects of quantitative and qualitative methods of purchasing activity assessment are investigated. A generalized system and modified «balanced system of indicators» to estimate the efficiency of purchasing activity are offered.
