Abstract

Aim. To determine the role of the state in the foreign economic activity regulation as a result of the COVID-19 pandemic impact on the economy of the Russian Federation. To consider the criteria-based nature of the development of the state regulation of foreign trade, that is, by the level of normative and legal regulation and practical application of measures to control the movement of goods through the customs and state borders.

Methodology.In the research the following methods were applied: comparative and critical analysis, synthesis and statistical observation.

Results.Issues are touched upon concerning the legislative regulation of import and (or) export of goods by participants of foreign trade though the instruments of the state influence. Conciliatory and referential procedures for following normative and legal norms of the national law were analyzed on the basics of the state regulation of foreign trade activity. Overview of the state’s efforts to counter the new coronavirus infection spread is presented by means of non-tariff and customs tariff regulation measures.

Research implications. Results of the study directly reflect the necessity and urgency of updating the legislative mechanism of the application of the state tools in order to regulate foreign trade in relation to the primary economic subjects – participants of foreign trade activity.

Abstract

Aim.To work out the existing range of problems in the field of corporate risk management using modern internal audit tools.

Methodology.To achieve this goal, it is proposed to conduct a detailed analysis and evaluation of a set of interdisciplinary studies in the field of risk management and internal audit, to develop a special model that will allow for a detailed internal audit within the framework of an integrated management system already operating at the enterprise.

Results.The main groups of aspects of the program aimed at conducting an internal audit have been identified, taking into account both the management standards already in force in the industry and strategic management zones. The main objectives of the organization and internal audit within the boundaries of the integrated management environment of the organization management are defined. The layout of the internal audit within the framework of the risk management system is given.

Research implications. The data obtained can be used to develop a set of practical measures that will optimize the process of control by the management of the enterprise over the business processes of the organization, which will eventually reduce the number of potential risks. The use of models by specific organizations will allow them to fully reveal their hidden internal corporate reserves.

Abstract

Aim.To analyze the dynamics and structure of the Russian-German economic relations in the aspect of Russia’s national interests, including the interests of Russian business.

Methodology.The methods of system analysis, comparison, generalization, induction and deduction were used in the study.

Results. The dynamics and structure of the trade turnover between Russia and Germany are analyzed. The investment flows of the two countries are analyzed. The attention is focused on the analysis of the trade turnover and investments of the two countries in the context of Russia’s economic development, which corresponds to the national interests of Russia and Russian business.

Research implications. The practical significance of the analysis of the economic interaction between Russia and Germany at the present stage is determined by the conclusion that the previous model of relations, in which Russia supplied mainly fuel and raw materials, and Germany, respectively, finished industrial and consumer products, has outlived itself. It is being replaced by a new model that promotes the development of Russia in the conditions of civilizational confrontation with the West. There are already elements in it that have led to this confrontation. We are talking not only about expanding the range of goods that go to the foreign market, but also about the investment component of the economic cooperation between the two countries, which, in turn, indicates possible contradictions between Russian and German businesses. This trend should not just be stated, it should be taken into account by the Government of the Russian Federation and nationally oriented business in Russia.

Abstract

Aim. To disclose the economic capabilities of the local government for the maintenance and development of the social sphere of a mono-profile municipality in the context of the development of a city-forming enterprise in a pandemic.

Methodology. When developing the article, general scientific research methods were used: dialectical, historical, comparative and other methods of scientific knowledge.

Results. Based on the results of this study, recommendations are presented aimed at developing economic interaction between local governments and the administration of city-forming enterprises in a pandemic. Data from the Federal State Statistics Service, the administration of Kursk region, the city of Zheleznogorsk, and the Metalloinvest holding were used.

Research implications. The article allows us to theoretically and practically comprehend the specifics, nature and essence of the current model of single-industry towns as a political and legal institution, one of the forms of urban development in the Russian Federation. The findings of the study can be used when making changes to the regulatory legal acts of the Russian Federation, constituent entities of the Russian Federation, in the implementation of the economic activities of local governments and in scientific research. The introduction of the term “single town” for single-profile education will provide conditions for further improvement of local self-government.

Abstract

Aim. To develop an adaptive multicomponent risk management system of a high-tech enterprise that could take into account not only the current goals/tasks set by the company’s management in the field of tactical planning, but also would allow taking into account the range of changes in the business environment, with subsequent adjustment of the internal business processes of the enterprise, in accordance with the selected development strategies.

Methodology.The analysis of the relevant domestic scientific literature was carried out, which showed that there is no universal approach to the development of systems of this type in the methodological guidelines, which means that existing methods in the field of risk management need to be updated.

Results. The classification of risks of a high-tech enterprise is given from the standpoint of the system approach and taking into account the dynamics of their direct impact on the object. The author’s classification of types of risks has been compiled, which makes it possible to determine and then systematize risks according to the time of their impact on the management object. The stages of the development of an adaptive multicomponent risk management system are compiled.

Research implications. The need to supplement the risk management system already existing at high-tech enterprises with updated methods of quantitative and qualitative risk assessment is substantiated.This will allow the formation of competent risk management strategies, and therefore minimize the impact of risks on the operation of high-tech enterprises.

Abstract

Aim.To reveal problematic situations in education involving its digitization. The analysis of the impact the pandemic has on distance learning.

Methodology. A qualitative analysis of the digitalization process has been carried out with the use of data from domestic and foreign research, including its influence on the organization of the teacher’s work, as well as students’ results satisfaction. The following methods were used: comparison and generalization, content analysis and statistical methods.

Results.The results of this study helped us conclude that the necessity of urgent digitalization in education due to the pandemic has aggravated a few negative points: insufficient forethought of digital services; emotional exhaustion and lack of unity between workers and students; reduced opportunities for creative activities.

Research implications. The necessity of developing hybrid methods of teaching was substantiated. These forms would combine online communication and lessons in class. Suggestions were formulated on the personification of students’ educational trajectories on the basis of digital technologies.

Abstract

Aim. To analyze the practice of developing the brand book of Orel State Institute of Culture as а part of the rebranding policy.

Methodology. The article discusses some techniques for developing a brand book for an art university. During the research the general methods of logics were used: content analysis of sources on the stated issues, SWOT and PEST analysis of the university activities, method of interpreting the results.

Results. The content of the paper represents the author’s point of view the study of one of the urgent problems of marketing field in higher education - the formation and management of university brands. Up to date, the most optimal means of brand management for educational organizations is a brandbook. It is also an effective tool for brand certification. Using the concrete university, the main stages of the brandbook development, structural elements, distinctive features and its uniqueness are considered. The authors emphasize the inevitability of the systematic transformation of brand and identity in an educational organization under the influence of changes in visual communicative trends. At a certain point of its development the university brand strengthening uses a wide range of marketing communications to gain a positive image and trust in it from the potential target audience that becomes very urgent.

Research implications. The results of the study are issued in the institute’s normative document “Brand book. Manual for the Use of Corporate Identity”. Regulation on the symbols of the Orel State Institute of Culture has been developed.

Abstract

Aim. To develop a mechanism for preventing conflicts in the economic development of the Arctic regions and the local population based on expert assessments of priority and optimal selection of compensation projects.

Methodology. A system of scales for conducting expert assessments and procedures for their processing was created, followed by the selection of the optimal set of compensation projects that ensure the satisfaction of the interests of the population. The target focus of the projects is environmental rehabilitation, job growth, medical care, education, construction of local industries, the introduction of modern fishing methods, etc.

Results. The article contains an economic and mathematical model, including restrictions based on the conditions for satisfying the interests of certain groups of the population and allowing the minimization of the total costs of selected compensation projects. The presented graphs make it possible to convert discrete expert assessments into a continuous scale, which makes it possible to use them in the formation of conditions for satisfying the interests of the population groups.

Research implications. The flexibility of the approach makes it possible to easily adapt the developed mechanism for preventing conflicts between enterprises of any industry and the local population in the Arctic regions of Russia.

Abstract

Aim. Clusterization and comparative analysis of the regions of the Russian Federation according to the level of their socio-economic development.

Methodology. Clusterization was carried out according to the main characteristics reflecting the level of socio-economic development of the regions of the Russian Federation by the k-means method using the «Deductor» analytical platform.

Results.Based on the availability of statistical data, three clusters have been identified into which the regions of the Russian Federation can be divided according to their social and economic status. An analysis of the identified clusters was carried out to identify significant cases in their socioeconomic situation and in search of sustainable development.

Research implications. The results obtained can be used to obtain high-quality and reasonable decisions in the social and economic sphere, taking into account the level of development of different clusters.

Abstract

Aim.To determine the features of the technological transformation of the region as an object included in the unified state strategic planning program implemented as part of the transition to the digital economy.

Methodology.In the course of the conducted research, general scientific methods of analysis and synthesis were used, specialized materials reflecting the main directions of strategic planning and technological transformation of the region presented in scientific works of both domestic and foreign scientists were analyzed, the analysis of the current regulatory and legislative framework in the field of formation of the state development strategy was carried out.

Results.An updated set of tools included in the new methodology for the development of regional planning within the framework of technological transformation has been developed, taking into account a set of key factors of scientific and technological development of the subject of the Russian Federation in the digital economy. The composition of internal and external factors that have a direct impact on the process of developing components included in the development strategy of the region is determined.

Research implications. The range of issues considered in the framework of the study may in the future become the basis for the development of a fundamentally new regional strategic planning system in the field of technological transformation of the region, which will eventually improve the process of adaptation to the requirements of the digital economy.

Abstract

Aim.To investigate the imposition of the transport tax and show what role the transport tax plays in the revenue of the budgets of the constituent entities of the Russian Federation.

Methodology.The dynamics of growth of revenues and accruals on transport tax was considered, the dynamics of the specific weight of transport tax in the budgets of the constituent entities of the Russian Federation was analyzed. Arrears on transport tax are considered in the context of taxpayers. The work uses the following methods: comparative, arithmetic differences, elements of predictive analysis.

Results. The analysis revealed that the amount of tax payments for transport tax depends on the following factors: the type of vehicle, the tax rate and the multiplying coefficient set for expensive cars. The older the car, the higher its taxable base, thus more tax has to be paid by legal entities and individuals. The main debt on transport tax is listed by individuals.

Research implications. It was revealed that every year the arrears in transport tax are increasing, and the measures applied to the taxpayer by the tax authority are clearly not enough. An administrative tool has been proposed to increase tax revenues from transport tax to the budgets of the constituent entities of the Russian Federation.

Abstract

Aim. Analysis of decision-making and the use of tools for developing a strategy of behavior in conditions of uncertainty, as well as the formation of a pool of tools for managing opportunities.

Methodology. Studies of planning and decision-making tools in conditions of deep uncertainty as the basis of a proactive position of an economic entity have been carried out. When assessing risk management, the methodology of text analysis was used. Methods of comparison, generalization and interpretation of the research results were also used.

Results. A set of planning and decision-making tools has been formed in conditions of various types of uncertainty. The necessity and relevance of the formation of the proactive position among economic entities in relation to the conditions of deep (marginal) uncertainty are substantiated.

Research implications. The comprehensive analysis of the challenges of uncertainty, the adaptation of the behavior model, the integration of a system to respond to the challenges of the external environment, the introduction of decision support tools in conditions of deep uncertainty all this will allow economic entities to ensure competitiveness in the conditions of the VUCA environment.
