Abstract
This article handles the problem of the
supply and demand for working hours formation as a
postindustrial economy resource. The demand for working
hours is presented from workers. It is established
that the working hours reduction tendency at salary increase
is multiple-valued. The hardening waves section
alternate with bearish ones, the causal relationships on
homogeneous wave sites having contradictory character.
It has been established that demand for working
hours has not linear, but wavy character. Working hours
supply is considered from the employer.

Abstract
The article scientifically grounds that under
the conditions of globalization modernization of hi-tech
and science intensive branches of Russian economy on
the basis of catching up model of development has a
limited character and doesnt meet the requirements of
strategic innovative break, as the unique way of maintaining
high rates of economic growth. Basic difference
of integral organizational-economic concept of innovative
modernization of hi-tech and science intensive
branches from technological modernization has been
shown.

Abstract
The interconnections and relations of regional
economic policy with the general policy of the
state have been studied through system approach. The
interaction and mutual influence of economic and social
policies have been considered on the basis of specification
of functional relations of subordinate and coordinating
character. The basic structural elements have been
defined to increase the efficiency of the implementation
of socio-economic policies at different levels of administrative
decisions.

Abstract
The article examines domestic and foreign
experience of managing intellectual development. The
main aspect in the management of intellectual potential
is to provide a complex interaction of all its elements:
human, organizational and client capabilities. Methods
of forming and developing intellectual capacity in Russia
and abroad differ significantly. The main components of
the development of intellectual capacity are the development
of human, institutional and client capabilities.
The use of foreign experience in the development of
intellectual capacity is not always effective for Russian
companies. Despite this, the study of international experience
is necessary, because it allows us to define the
basic directions of formation and development of intellectual
potential.

Abstract
The article analyses the mechanisms of realisation
of an effective regional policy; rates of investment
and GRP increase in regions Privolzhsk Federal
District and across the Russian Federation have been
compared. The basic mechanisms of formation and implementation
of investment policy in Ulyanovsk region
have been presented. The basic result of the analysis
is the conclusion about the necessity of systematic correcting
the investment process, which will provide lower
rate of increase, create efficient economic structures.

Abstract
The article considers the problems of
forming national innovation systems, the peculiarities
of Russian innovation system reflecting its historical
heritage, the role of the state as a catalyst for innovation.
Among the problems of forming national innovation
systems the author stresses low innovation activity of
domestic business, negative consequences of R & D
under-funding leading to degradation of the scientific
and industrial potential. Based on analysis of the formation
of a national innovation system of Norway the need
is stressed for an integrated approach to simultaneous
formation of a national innovation system in Russia at
different levels.

Abstract
The article examines the study of T. Veblen
and J. Commons works of contradictions arising in a
society and connected with introduction and development
of new institutions. The article shows the difference
in attitudes to market and market institutes of two
founders of institutional theory in economics. The author
proves that T. Veblens doctrine is based, in many aspects,
on old philosophical ideas with religious implications.
Therefore, T. Veblen and J. Commons doctrines
should be considered as two absolutely independent
doctrines and the early period of institutional economics
can be hardly treated as a separate branch.

The article is devoted to effectiveness
analysis of partnership between commercial bank and
industrial enterprises to study non-standard individual
approach to a client. The important problem of partnership
between credit organization and enterprises is the
construction of complex service based on crediting added
to standard bank product. The author emphasizes
the necessity of creating special economic methods
for the purpose of more effective partnership between
credit institutions and industrial enterprises as a base of
stable and progressive economic development.

city communications development. Logistics principles
of city passenger transportation have been developed.
The role of a transport complex is considered on a city
scale; the impact of the functional purposes of cities on
logistical management of passenger transportations is
investigated as well as the factors influencing the process
of modernization of city transport service. The
mechanisms of developing the most effective schemes
of city passenger transportations have been revealed.

In modern world of knowledge economy
human resources have become probably the most valuable
asset that every company has. It is people, who
play the most crucial part in the amount of money, which
company gets as profit. Considering that fact, each firm
should bear in mind, that designing effective hiring procedure
is of high importance for all of them.
The article summarizes theoretical material on the
problem of hiring; not only traditional views on the issue
are briefly observed, but also some brand new schemes
are presented; an overview of the problem of hiring in
modern business world is given.

Abstract
The article considers restructuring noncurrent
assets of enterprises on the basis of increasing
the share of nonmaterial assets and their investments
to form intellectual capital of enterprises. It is this fact
together with fixed capital updating that will allow carrying
out hi-tech modernization to meet world economy
requirements and conditions of innovative development.
The author specifies the terms pertaining to the concept
«modernization» which are used in scientific and
academic literature. The concept of restructuring on the
basis of modernization is offered and the criteria of its
efficiency are marked.

The article studies theoretical aspects and
current state of industrial management. Having analyzed
weak and strong points of current management
methods, the author came to the conclusion that management
is a complex continual functional process. The
future of management is determined by improvement of
its effectiveness, which should be executed by highly
motivated managers of all levels, who are ready for continual
advancing of their skills, who apply the principals
of individual approach with due account of the tasks and
assignments set, specific character of enterprise activity,
individual peculiarities of employees and other factors.

The article presents he results of researching
the experience and features of forming manpower
policy in American, Japanese, and modern Russian industrial
enterprises by certain criteria. Basic approaches
to forming manpower policy of the enterprise have
been determined. The elements of effective manpower
policy have been pointed out, management methods
and principles of motivation of work that should be used
at working out and realizing modern manpower policy of
Russian industrial organizations.

Material resource controlling is a new element
in the structure of the industrial management system.
The article deals with the problem of two-level controlling
system in providing enterprise with material resources.
The functional and structural models of controlling
have been worked out and the blocks of a typical
structural model system of planning control have been

of resources is aimed at providing efficient coordination
of plans of structural divisions of the enterprise.

Investment resources are the necessary
condition for industrial development. The article considers
the issues of forming investment policy aiming

company behaviour (investments into human capital)
has been suggested accounting employees participation
in both funding training and profiting from it; the
