Abstract
The article deals with the analysis of peculiarities of the US public policy and
the leading European countries in the world market of educational services in order to gain
experience, which may be interesting for Russia. Having a substantial export potential in the
sphere of higher education, at present the Russian Federation does not fully implement it. The
author investigates the measures which are being taken by the governments - leaders in education
export to promote their own curricula in the world market and the results of this activity.
The author believes that the export of higher education should be regarded as one of the paramount
priorities of the policy in Russia in the external market and an effective method to assert
the countrys political and economic leadership.

The paper is concerned with the problems of essence and content of the system
of functional representation of economic interest groups as an efficient mechanism of soft
management of group interaction and its main element - lobbying. The focus of analysis is on
positive and negative aspects of lobbying, its basic methods and technologies as well as the
peculiarities of the development in industrialized countries and Russian Federation.

Abstract
The article estimates the role of the government in realization of scientific, technical
and innovative policy presenting it as rather significant in forming and stimulating the
demand for innovations.
The main results of realization of a new innovative policy should be: high level achievement
of its social orientation; brand new social standard of living; brand new cost-effective use
of resources; increase in labor and capital productivity; reduction in consumption of materials,
energy and ratio of capital to output; high output competitiveness; overcoming of the countrys
lag in technology. The transition of Russian economy to the innovative development type requires
systemic changes aimed at modernization of social sectors of economy, improvement of
social environment quality as well as peoples living conditions

Abstract
The paper considers the value of working capital as an economic category in national
economy reproduction system. The working capital, whose role is often underestimated,
is generally considered to play a supporting role in reproduction process.
The authors treatment of the issue is in regarding the reproduction of a social product
in national economy from the angle of the structure of the working capital, which allows of
estimating the contribution of various elements of the working capital to efficiency of national
economy reproduction process.

Abstract
The paper examines the impact of structural changes in maternal generation,
as well as measures of population control on the dynamics of birth and population change in
Russia. A prediction has been made of the number of women of childbearing age in the period
to 2023, as well as the calculations showing the dependence of the number of child births on
various factors. A schedule has been built, providing an opportunity to explain the scenarios of
national demographic situation over the next 15 years.

Abstract
This article is concerned with the main problems that appear in developing
the economic interest conception that allows of applying a quantity analysis of the influence
non-monetary factors have on market players decision-making. One of the goals the author
sets is to strengthen the theoretical basis of efficiency estimation methods in decision-making.
Some weaknesses of the homo economicus paradigm have been studied and the comparative
analysis of such categories of economics as utility and economic interest has been done. As
a result the rule of efficient decision-making that takes into account the impact of non-monetary
factors has been formulated.

Abstract
The article considers the foreign-economic aspects of building an innovative
development model in the Russian economy. The development of various branches of national
economy has been compared with the economic situation in the countries of Russias partners.
It has been proved that foreign investments stimulate the integration of subjects into the innovative
model, which will make home production more competitive in the world market. One region
has been taken as an illustration to reveal the innovative potential of the Russian economy
and to provide recommendations how to increase the competitiveness of the innovative sphere
enterprises.

Abstract
In spite of the worlds economic difficulties, a general tendency of increasing
economic efficiency of production has begun to show up, especially at the machine-building
enterprises of industrial companies, which is achieved by applying the reserved knowledge.
The increase of efficiency of machine-building enterprises, producing the greater volume
of perfected products, is accompanied by the reduction of labor force quantity. The main factor
of speed-up technical development and increase of efficiency of production in engineering is
the growth of automation and introduction of perfected technologies, including the application
of knowledge about them.

Abstract
The author has analyzed the financial condition of national companies for the
last three years, showing the trends of their financial ratios in 2007-2009. The cause of financial
deterioration of national companies is rooted in a low level of financial risk managing systems
in Russia. After researching the current classifications the author advances his own approach to
the problem of classifying and defining financial risks. The author concludes that financial risk
managing system is an important part of a company managing system.

This article considers the importance and peculiarities of sale promotion programs
for seasonal goods, which is illustrated through the wet wipes market. The terms of
seasonal prevalence and sale promotion have been described. The recurrence of sale promotion
programs in the markets of high seasonal dependence is shown. The mainstream marketing
activities to cover seasonal decline have been pointed out.

Abstract
The article is focused on the analysis of estimating figures of power consumption
and effectiveness of the use of energy resources. The main concern of the paper is the pattern
of calculation of power consumption of production in connection with its steel intensity
as well as the procedure based on the principle of the composition of material and energy balances.
The author puts a particular accent on the fact that the study of energy consumption in a
separate technological process or on individual energy carriers requires considering all features
of production, beginning from the stage of mining and raw material processing to packing and

The paper researches the nature and transformations of health-resort sphere
and national economy mutual ties. Three periods have been distinguished in the development
of these interrelationships, the borderlines being the following: a) the social revolution of 1917
and b) the socio-economic transformations of 1990s. Separate groups of enterprises presenting
the Russian Federation health-resort complex have been analyzed from the angle of their

Abstract
The paper is devoted to the analysis of principles of effective real estate taxation,
which is under reform in the Russian Federation now. The author estimates the modern
principles of the taxation, correlating them to the classical principles pointed out by A. Smith,
investigates the basic methods of tax payments, singling out the most effective, applicable to
the real estate taxation.
The author states that from the point of view of the real estate taxation the cadastre method
of taxation is the most frequently applicable. But the given method implies that the object
of real estate should be unified consisting of the ground area and a house, apartment, summer
residence, garage or another building, which considerably facilitates the mechanism of calculation
and tax payment.

The article considers the theoretical and methodological foundations of financial
management of multi-companies. In this regard, it is necessary to conduct a research on the
specific features of financial management of multi-companies in the process of their formation,
distribution and use during economic crises.
In todays rapidly changing economic conditions, the more preferred one is a decentralized
structure of financial management, as it possesses, on the one hand, higher reaction to
change and flexibility in the management of financial resources, and, on the other, lower labor
intensity and duration of planning.

Abstract
The paper analyzes the functioning of educational services in a network economy
and patterns of the development of network structures of educational process caused by
massive use of Internet-technologies. In practice, the process of upgrading the existing network
of organizations usually means the active use of information technology and a certain decrease
in the proportion of traditional hierarchical forms of governance through the promotion of collective
forms. The Federal Target Program for the Development of Education in 2006-2010
gives a high priority to informatization. This program runs several projects to develop electronic
educational resources of a new generation, ensuring the implementation of educational
programs in the subjects of the basic and secondary (complete) general education in general,
primary and secondary vocational institutions.

Abstract
Nowadays the world banking community is suffering from world finance crisis.
The crisis has affected all spheres of life - private sector, public sector and society. Some
companies have to stop their production; some people lost their jobs; banks have problems
with cash because of massive money withdrawing from accounts; governments are reducing
expenditures including social programs - that is not a full list of problems caused by global
financial crisis.
In new circumstance banks have to find their way of profit saving and customer retention.
What instruments could banks use to keep their customers? What strategy could help banks to
establish a long-term relationship of mutual trust and benefit with customers and guarantee financial
institutions future stability and well-being? International banking community has made
its choice in favor of using Customer Relationship Management (CRM) for these purposes

Abstract
The paper deals with the life standard improvement as a prerequisite of social
and economic development of the region. The role of public authorities has been examined in
the system of forming life quality standards. The objective of sustainable development of the
region is a continuous and significant increase life standard of the population. The strategy of
any progressive development includes strengthening competitiveness and security of the region.
The framework of the development is derived from the analysis of foreign practices. The
novelty of the study is in proposition to build models of economy in terms of investment attractiveness.
To achieve the main objective of improving the quality of life is impossible without
the proper economic growth. Economic development should be closely linked, balanced, and
consistent with this goal, i.e. there should be a real balance between social and economic processes.
The regions attractiveness for investments could serve a criterion of this balance.

The paper covers the problems of the use of the modified algorithm of carrying
out the SWOT-analysis for adaptive management. The SWOT-analysis of enterprise business
processes is recommended to be used to range the importance of business process factors within
the limits of each element (e.g. strengths).
