ECONOMIC THEORY

Abstract
The aim of this paper is to find an instrument to determine an optimal regime for monetary and exchange rate policies in CIS countries. The analysis has shown that the most suitable way to account for idiosyncrasies of a developing country is to build a DSGE-model. Within the framework of this model one can take into consideration such characteristics as financial market imperfections and export of natural resources. The choice of the optimal policy is made by comparing welfare losses under different specifications of the reaction function of the Central Bank. The reasonable approach is to use the second order approximation while making the model. The results of the research could be used in empirical studies to estimate the optimality of exchange rate and monetary policy in CIS countries, as well as in countries with similar characteristics.

Abstract
The article discusses the process of formation of the insurance of the Russian workers in the late 19th - early 20th century, when the loss of the worker’s wages because of reduction or loss of disability, injury or occupational disease was to be compensated by a pension or a lump sum allowance. This goal could not be achieved for many decades due to the inconsistency of the actions of various departments and the opposition of Russian entrepreneurs. But thanks to the struggle of the Russian workers and long economic practice, it became clear that production costs should include expenses on insurance of workers’ life and health.

Abstract
The article summarizes the results of the research in the field of management inherent in printmedia industry organizations for the purpose of stimulating their interest in another type of management - process-management. As modernisation management methodology for publishing organizations has its specificity on a theoretical basis, it has been revealed that the efficiency of a book or journal edition depends on its content, and the reader’s way to the content of the periodical lies through its style, i.e. a publication should be important, interesting and functional. The parameters of modernisation in comparison with the indicators of efficiency are mainly used in the analysis of local media production and do not consider the importance of non-material resources, namely, intellectual capital in its broad meaning. The author of the article argues that it is process-oriented management that serves to establish such parameters and reveal the forms of dependences between them as it generates process-oriented thinking aimed at the active use of internal potential of printmedia industry organizations to change external environment.

Abstract
The article considers the problems of practical implementation of competitive management in the market of outdoor advertising of the Moscow region connected both with imperfections of the legislative and regulatory framework, and with implementation of procedural regulations: particularly the procedures of holding an electronic auction and competitions initiated by local self-government bodies. In view of the fact that the market of outdoor advertising in Russia is actively developing, new formats of placement, ways of installation of advertising structures, the regulatory and legal framework of competitive management in this sphere require constant improvement. In this regard, the analysis of the existing practice of competitive management in the field of outdoor advertising and its compliance with the regulatory framework requires timely identification of existing problems, which is the subject of this article.

Abstract
The article is devoted to the definition of trends of institutional changes in the housing sector. The author analyzes statistical data on concession projects and agreements (based on the data of the INVESTINFRA system). The quantitative indicators of the dynamics of concession projects in the housing sector for 2009-2019 period are summarized. The promising areas for further research of the housing sector as a system of natural monopoly markets are identified. The material may be of practical interest for current and potential investors in the housing sector.

Abstract
The article analyzes the impact of the development of digitalization on modern entrepreneurship. Changes in consumer behaviour require firms to rethink their marketing strategies in the digital sphere. Currently, much of the accompanying research focuses more on the client than the firm. This research provides an opportunity for entrepreneurs to make it easier to understand digital marketing as well as the benefits of using social media. The new generation of Internet applications enhances marketing opportunities, allowing firms to introduce innovative forms of communication with their customers. To improve interaction with digital marketing, marketers must focus on relationship-based interaction with their customers.

Abstract
The article considers the problem of evaluating the economic efficiency of the program of socio-economic development of the region in the face of uncertainty of quantitatively defined parameters - the costs of implementing software projects, the results of their implementation and the amount of funding. The authors propose a fundamentally new approach to assessing the economic efficiency of targeted programs, based on the use of a managerial option to account for the uncertainty of the listed parameters, as well as changes in the composition of projects implemented under the socio-economic development program. For practical use, the article provides an algorithm for solving the problem and original formulas for evaluating the effectiveness of the target program using managerial options for failure and expansion, which allows a comprehensive assessment of the economic efficiency of the program for socio-economic development in the region.

Abstract
The purpose of this study is to analyze foreign systems of training engineering and management personnel and determine the optimal model for the Russian Federation. The author analyses various models of training engineering and management personnel. A thesis is put forward that in addition to the European and American systems, the Russian system of education (Eurasian) for the training of engineering and management personnel for the innovative economy should be presented at the world level. The paper concludes that the Russian system of training engineering and management personnel should combine two approaches, European and American, while maintaining national practices and features of the Russian educational system. The proposed model is of particular interest for the practical development of the domestic system of training engineering and management personnel.

Abstract
The purpose of the study was to develop a method for constructing an interval forecast of trend-periodic economic processes using harmonic analysis methods and EXCEL tools. The method involves constructing a time series model in the form of a multiple linear regression equation that includes a trend and only a few significant harmonics for the seasonal and cyclic components. This allows for the determination of confidence intervals to use the approach used for interval estimation of the forecast using the multiple linear regression equation. The method is implemented by the example of constructing point and interval forecasts for a time series including a trend, seasonal and cyclical fluctuations. The high predictive ability of the model in predicting trend-periodic processes is shown.
