Abstract
Purpose. The purpose of this study is to show the relationship between economic conflict resolution and socio-economic environment, as well as the mechanism of public demand for conflict solving tools corresponding to the nascent economic relationships and country's economy as a whole. Methodology and Approach. The study used interval data allowing to generalize and systematize the research results from different branches of conflictology, systemic approach and comparative analysis. Results. The article argues the revival of economic conflictology as a science, reveals its relationship with social environment and proposes systematization of economic conflict levels. It is also recommended to consider the confrontation between the parties by taking into account specific features of conflict parties and the state of environment. Theoretical and Practical implications. The research materials allow you to systematize the levels of economic conflict resolution; the study can be used in teaching such disciplines as Economic Theory and Economic Conflictology.

Abstract
Purpose. The purpose of this work is to analyze professionally important qualities of a civil servant. Methodology and Approach. The article considers the status of a civil servant through the lens of profession, specialty, and position. The research methodology includes systemic analysis, observation, generalization, interpretation of results and discursive analysis. Results. A complex of professionally important qualities of a civil servant was revealed, which is formed not only by means of special training, but also due to the internal, psychological predisposition of a person to this activity. Theoretical and Practical implications. The results of the study contribute to the theory of management and labour psychology, and can be used in the work of managing structures and state civil service human resources at the federal and regional levels.

Abstract
Purpose. The purpose of the article is to analyze the risk management system associated with the investment/placement of pension assets, which is important for ensuring the safety of these assets. Methodology and Approach. The methodology of the research includes: methods of system analysis, risk management, and stress testing. Results. Special attention is paid to stress testing, which is one of the new methods of risk management. In this connection, both its advantages (it shows the stability of fund functioning) and disadvantages (in particular, it does not reflect all the characteristics of the asset, complete information about the issuers, etc.) are revealed. Theoretical and Practical implications. In conclusion, proposals for improving asset management processes are formulated, particularly those relating to stress testing. It is concluded that this method takes into account standard fluctuations with the effect of certain critical moments, but does not take into account the real crisis picture that markets may find themselves in.

Abstract
Purpose. To analyze the prospects for the development of additive technologies in the domestic industry in the digital economy. Methodology and Approach. The authors highlight the development of additive technologies in Russia, based on the activities of large high -tech enterprises. Results. The potential market volumes of additive technologies are estimated. The main limitations of the market of additive technologies in the aviation and aerospace industries are highlighted. The key components necessary for the development of additive technologies in Russia are identified. Theoretical and Practical implications. In conclusion, the authors highlight the technical and economic barriers that prevent the widespread use of additive manufacturing, and also note that the use of additive technologies will significantly increase the energy efficiency of not only production, but also of manufactured machines.

Abstract
Purpose. The purpose of this paper is to prepare proposals for the management of the municipal land and property complex, taking into account the materials of territorial planning. Methodology and Approach. The article considers the territorial conditions of a specific municipality of the Moscow region. The methodology of the study includes calculation and design method, methods of generalization, interpretation and analysis of the results. Results. The work argues the expediency of mutual use of developments and materials in the sphere of territorial planning and management of the land and property complex at the regional and municipal levels. Theoretical and Practical implications. The results of the study contribute to the theory of the management of the national economy and economic systems.

Abstract
Purpose. The paper is concerned with the impact of digital economy on the development of new methods of organizing production processes in industry. Methodology and Approach. The authors analyze the development of modern additive technologies as a basis of the fourth industrial revolution. Results. The main advantages and disadvantages of various methods of additive manufacturing are considered. The authors identified innovative differences in digital production and features of the use of additive technologies, and assessed the problems of development of modern additive manufacturing. Theoretical and Practical implications. The significance of the presented material consists in identifying the advantages of using additive manufacturing methods in terms of reducing the cost of production without loss of quality, as well as in solving more complex problems.

Abstract
Purpose. The article is devoted to the study of problems of effective regional development. Methodology and Approach. The study was performed using statistical observation methods. Results. Based on the research, it was found that in modern conditions, national projects are an effective tool for regional development. The necessity of implementing national projects in the regional development management system that can ensure the balance and stability of the territories' functioning is substantiated. The authors proved that the level of regional development and the implementation of national projects are interconnected and interdependent. Theoretical and Practical implications. The study allows us to assess the impact of national projects on socio-economic development of regions. The research materials allow us to establish the relationship and interdependence between the implementation of national projects and the level of socio-economic development of regions.

Abstract
Purpose. The purpose of this paper is to identify and tackle management problems determined by the personnel risks of an economic entity under the conditions of digitalization characterized by increasing complexity of protection of competitive advantages of business, rise of theft of personal data of corporate personnel, cases of aggressive behavior, intimidation in online mode, development of group thinking within interest groups and growth of polarization of opinions; dissemination of inexact information. Methodology and Approach. The study provides a review of personnel risks of the enterprise under new conditions of life and management in the main spheres of personnel work: human resource management, personnel's behavior, impact on personnel. The research methodology includes: methods of observation, generalization, interpretation of results and development of classification. Results. The study resulted in the updated classification of personnel risks of the enterprise under new conditions of managing and life in the main spheres of personnel work: human resource management, personnel's behavior, impact on personnel. Theoretical and Practical implications. The authors conclude that management will undergo a number of changes, taking into account the emergence not only of new technologies, but also of fundamentally new digital personnel resources. For practical application, the article describes the updated content of personnel management functions taking into account the influence of digital technologies on the work of a specialist in the field.

Abstract
Purpose. To increase the innovative activity of organizations, focused on the integration of the elements of strategies, taking into account the degree of their conformity to a changing situation; life cycles, methodological, instrumental, informational and organizational support of this process, allowing on a fundamentally new basis to ensure sustainable development of the organization in time and effectively use its innovative potential. Methodology and Approach. The analysis of various kinds of organization life cycle curves is carried out; an analysis of the constituent elements of development strategies is carried out, methods for evaluating the elements are used to form a single mechanism based on their integration. Results. The analysis made it possible to identify various strategic alternatives and group them according to the main features that can be used in the implementation of the strategic policy of the organization. Theoretical and Practical implications. Practical significance is due to the fact that the work performed allowed us to propose a new version of the classification of organization strategies, which will allow us to clearly exclude inappropriate options from consideration with a clear focus on a specific strategy, thus narrowing the field of possible alternatives.

Abstract
Purpose. The focus of the study is development of a technique for forming the optimal sequence of implementation of the investment program of a mining company, which will allow to minimize time for program implementation. Methodology and Approach. The study is based on the network graph representation of technologically interconnected projects of the investment program for the development of new oil and gas fields, formalized representation of project interconnections using an adjacency matrix, reachability matrix and linear programming method providing for the optimal sequence of projects. In the course of the study, four statements were proved, on the basis of which the procedure for the formation of an expanded adjacency matrix was built and the identification on this basis of the system of tasks of forming the optimal sequence of project implementation was made. Results. The authors constructed an economic and mathematical model to minimize the implementation time of the program as a whole, with restrictions on the amount of funding, the continuity of work and their technological sequence, which is based on a network graph. The method for determining the optimal sequence of work is based on identifying the fronts of work, consisting of software work that can be implemented simultaneously. Special attention is paid to the development and justification of the procedure for selecting alternative fronts, the simultaneous implementation of which leads to the interruption of project execution or violation of their technological sequence. A criterion and an algorithm for identifying alternative fronts of work developed by the authors are proposed. The effectiveness of the proposed set of methods is confirmed by the above calculations. Theoretical and Practical implications. The theoretical significance of the work is to justify the procedure for identifying a set of models to form the optimal sequence of implementation of the investment program; the practical significance of the study is to create special methodological support that allows you to create the optimal sequence of implementation of the investment program by the criterion of minimizing the time of its implementation.

Abstract
Purpose. To analyze the problems of business taxation in the formation of the Federal budget in the context of increasing fiscal burden on the economy and the ongoing anti-Russian economic sanctions. Methodology and Approach. The main sources of Federal budget revenues in 2019-2022 are analyzed. The main amendments to Parts 1 and 2 of the Tax Code of the Russian Federation, which came into force on 01.01.2020, are considered. Results. The analysis has shown that for many years a significant share of Federal budget revenues was made up of oil and gas revenues, the value of which will be prospectively reduced due to falling energy prices. It is revealed that in 2020, the course of increasing the tax burden on business and the population will continue, mainly due to an increase in excise taxes, mineral extraction tax, insurance premiums, and a wider use of cadastral value in the taxation of real estate. The result of tax increases is a slowdown in GDP growth, deterioration of business and investment climate, and minimal growth in real incomes. Theoretical and Practical implications. The practical significance is due to the fact that the article provides recommendations for changing the approach to the formation of modern fiscal policy in favor of the regulatory component. The current stability at the macro level, as well as the planned Federal budget surplus in 2020-2022, make it possible to reduce the tax burden, using various economic regulators and tools that help expand the tax base and increase tax revenues in the future. This includes reducing the rates of certain types of taxes, expanding tax benefits, preferences, tax credits, etc., taking into account the scrupulous economic justification.

Abstract
Purpose. The purpose of this article is to analyse the approaches to defining the concept «emotional capital» for improving efficiency of personnel management. Methodology and Approach. The paper considers the definitions of the concept suggested by foreign scientists. Results. As a result of the research, four areas of emotional capital development were determined: emotional characteristics of leaders, emotional organizational environment, clients’ emotional feedback and emotional perception of a brand, with only the latter being directly related to income generation and profit increase, and being accounted in financial reports. The first three areas, based on human relations, are intangible factors of production which influence the cost of goods and services. Leaders’ emotional labour is viewed as a fundamental element for the company’s emotional capital development. Building a positive emotional environment facilitates personnel’s motivation enhancement and prevents their burnout. Theoretical and Practical Implications. The results of the research contribute to the definition of emotional capital as a type of capital, and outline prospective accounting areas of emotional capital in the integrated reporting system. The author emphasizes the importance of leaders’ emotional capital development for effective improvement of the staff and clients’ emotional capital, viewed as intangible resources; and ultimately, for produced goods’ and services’ brand value enhancement.

Abstract
Purpose. The purpose of this article is to analyze the volume and structure of investments in fixed assets by federal districts and regions of Russia in order to identify the existing asymmetry in their socio-economic and demographic development, as well as formulate the necessary measures to overcome it. Methodology and Approach. The basic method of the research is a statistical analysis of official data for the territories under consideration, reflecting both the main parameters of fixed capital investment and migration flows, natural growth, population income and a number of others. Results. All regions of Russia were divided into five categories, depending on the category each region requires different measures to adjust the volume and structure of investments in fixed assets of industrial enterprises in order to equalize the existing asymmetry between the subjects of the federation. Theoretical and Practical implications. The research supplements a number of theoretical approaches in the field of investment and can be used as a theoretical and practical basis for specifying and enhancing the effectiveness of state investment policy in a sectoral and regional context.

Abstract
Purpose. To develop a new method for measuring the results of publishing activities of university faculty and research institute researchers. Methodology and Approach. In this paper, an attempt is made to analyze and reflect upon the advantages and disadvantages of the current practice of determining and evaluating the work of higher school teachers and researchers. Results. A new comprehensible Russian rating is proposed, which can be easily determined on the basis of the number of publications and their citations. According to this rating the evaluation of individual scientific activity is carried out according to the Russian scientific citation index, with the prefix A (RSCI-A), which indicates the possibility of its improvement advised by scientists. Theoretical and Practical implications. The article argues that any scientometric methodology should be aimed not so much at mechanical reflection of the results of scientists' activities, though it is also important, but at stimulating this type of activity through moral and material encouragement from the Department, the Ministry of Science and Higher Education of the Russian Federation and the state as a whole.
