Abstract

Aim. The purpose of the article is to identify the most pressing socio-economic problems of Russia, based on the analysis of modern research, to offer recommendations for overcoming them based on modern data and approaches.

Methodology. The key socio-economic problems of Russia identified in scientific research of the 21st century are analyzed. Such aspects as income inequality, demographic challenges, economic growth, inflation, key interest rate and other issues are analyzed.

Results. Russia’s socio-economic problems remain one of the most discussed topics in academia and society. In the face of global challenges such as the COVID-19 pandemic, sanctions pressure, climate change and the technological revolution, Russia is facing the need to review its economic and social policies. The research of the 21st century allows us to identify key problems and suggest ways to solve them.

Research implications. Based on the analysis of modern research, recommendations are proposed to improve the socio-economic situation in the country.

Abstract

Aim. Based on the analysis of the category of “public interest” in the Russian doctrine, the current procedure for including public relations as public interests in the institutional environment, determine the reasons for the priority of public (state) interests over private ones established by the institutional environment, make proposals aimed at establishing a reasonable balance between them in the process of state management of the national economy.

Methodology. The theoretical basis of the conducted study was formed by doctrinal sources considering the problems of theoretical economics, functioning of the political system and legal regulation of the sphere of public administration. In the course of the study, general scientific methods of cognition (analysis, synthesis, induction, deduction), as well as specific scientific methods: normative, comparative.

Results. In the course of the study, it was established that at present, the doctrine justifiably distinguishes three groups of interests: state, public and private, provided that the inclusion of individual groups of social relations in the list of public interests and its consolidation in the institutional environment is associated with the limitation of private interests in the relevant sphere and, first of all, in the economic one. At the same time, the current institutional environment of the political process excludes the possibility of direct participation of citizens in the coordination of state decisions in the sphere of distribution of limited resources and the inclusion of certain types of social relations in the list of public interests, which can have a negative impact on the stability of public administration and requires coordination.

Research implications. The conducted research allowed us to draw some conclusions and make proposals aimed at improving the institutional environment of the political process, which should facilitate the coordination of public and private interests, increase the level of trust of Russian society in the state, consolidate Russian society and create conditions for stable public administration. The results of the research make a certain contribution to the development of the theory of institutionalism.

Abstract

Aim. To consider the impact of digitalization of the economy on the state of the labor market and the labor sphere, to determine the nature of this impact.

Methodology. The main content of the study is the analysis of the potential of the regions in the context of economic development and innovation. A number of general scientific methods are used, in particular, analysis and synthesis, comparison, generalization, etc. The empirical basis of the study was the statistical data of Rosstat, the Federal State Statistics Service for the Saratov Region, the Ministry of Labor and Social Protection of the Saratov Region on the labor market and employment.

Results. The analysis showed that the impact of digitalization on the labor market and the labor sphere can be both positive and negative.

Research implications lies in the analysis of the potential of the regions in the context of economic development and innovation, the identification of indicators for analysis and comparison. The development and adoption of measures to employ workers whose skills no longer meet the requirements of the digital economy can become the object of further research.

Abstract

Aim. To analyze the substantive characteristics of the sectoral state program of the Vladimir region “Tourism Development” and propose an option for developing a comprehensive program of the Vladimir region “Tourism Development” in accordance with the provisions of the new state program management system.

Methodology. The research is based on the concept of a systematic approach, through which the study of regulatory and information-analytical materials prepared by federal and executive authorities of the Vladimir region was carried out. The author applied a number of general scientific methods (in particular, analysis and synthesis, comparison, etc.), situational analysis, dialectical method of studying the processes of improving public administration tools through state programs, formal and logical methods.

Results. The tourism industry is complex, containing transport, accommodation, trade, etc. services as interrelated elements. The growth of indicators of the state of the tourism industry of the Vladimir region is influenced by the activities of other state programs of the Vladimir region in terms of entrepreneurship, landscaping, culture, sports, digital economy, rural development. In this regard, it is impossible to calculate the effect of the implementation of these measures on key indicators of the development of the tourism sector. A single tool for combining all activities aimed at the development of the tourism industry of the Vladimir region is proposed – the comprehensive state program “Tourism Development” and its importance is justified.

Research implications in the analysis of the main stages of building a state policy for the management of the tourism industry, taking into account the new management system of state programs and determining the prospects for state management of the tourism industry at the regional level through the formation of a comprehensive state program.

Abstract

Aim. A study of the issues of evaluating the services of legal entities performing the functions of a seller in the process of privatization of state property owned by the subjects of the Russian Federation in accordance with current legislation.

Methodology. The scientific research is based on the systematization of scientific knowledge and regional experience of well-known administrative and managerial approaches in the course of organizing the process of privatization of state property owned by the subjects of the Russian Federation. The computational and constructive method was used to develop methodological proposals to justify the amount of commission when performing the functions of a seller of state property in the real estate market of the Moscow region.

Results. The analyzed regulatory and legal sources and analytical data made it possible to provide a description and justification of the most likely approaches in the field of the order and organization of the process of managing state-owned objects of the subjects of the Russian Federation in terms of privatization of state property and the definition of structures that perform the functions of a seller on behalf of the owner when selling state property. The authors present the main stages of calculating the design value of remuneration for performing such functions.

Practical significance. The implementation of the proposed methodological tools will ensure the stable and systematic fulfillment of state tasks for the privatization of relevant regional property facilities against the background of saving budgetary resources of the constituent entity of the Russian Federation.

Abstract

Aim. To define procedures for constructing regional development goals focused on a strategic vision that reflects both development directions and characteristics of the region as an ecosystem.

Methodology. The study uses the ecosystem approach as a direction for management development in terms of modernizing strategic planning tools. Methods are proposed for moving from formulations of the desired future image to strategic goals, and then to the formulation of the very strategy for the development of the region as a socio-economic system. The construction of formulations of the vision of the prospects for the region’s development based on the characteristics of the ecosystem and directions of strategic development is carried out using methods for constructing morphological decision matrices, followed by structuring the solutions using paired comparisons and graph construction.

Results. Morphological matrices are constructed based on the specified characteristics of ecosystems and directions of strategic development, the results of which are used to form descriptions of the vision of prospects and a tree of strategically significant goals, the integration of which made it possible to formulate a strategy for the development of the region from the standpoint of the ecosystem approach.

Research implications. The proposed procedures allow us to formalize the process of developing a strategy from the point of view of formulating a vision of prospects in orientation towards the development of a region as an ecosystem, as well as defining strategically significant goals and the strategy for the development of a region as an ecosystem.

Abstract

Aim. Assess the current level of debt burden of an economic entity as a factor of financial security and improve its management mechanisms.

Methodology. The study applied theoretical and empirical methods, including analysis, generalization, study of the results of activities. The results of the study were analyzed and interpreted considering the previous analysis of the literature and methodology. Conclusions were drawn about the influence of various factors on the problem under consideration.

Results. Based on the three-year period, the level of the debt burden of the organization of the food industry was assessed, the structure of the debt, the dynamics of its changes were determined, the dynamics of the tax burden was analyzed using several methods, and indicators characterizing the dependence of the organization on borrowed funds were studied.

Research implications. Consists in clarifying the indicators used in assessing the impact of the organization’s activities from external obligations, as well as in modeling the level of the organization’s debt burden based on the forecast.

Abstract

Aim. To study the impact of the digital economy on the tax system and identify the main aspects of digital taxation in the modern world in order to understand its features and opportunities for economic development.

Methodology. Based on the reporting data of the Federal Tax Service of Russia, statistical data of the Ministry of Digital Development, Communications and Mass Media of Russia and the Bank of Russia, an analysis of the development of the digital economy and its impact on digital taxation was conducted. To write this topic, the author used modern methods of scientific research such as analytical, statistical, methods of grouping, graphical and tabular presentation of data.

Results. It shows what digital technologies are used by organizations of the business sector in Russia and other countries. If the state has decided to digitalize any of the spheres of activity, then this process will certainly be associated with high costs, thus the author gives the dynamics of gross domestic costs for the development of the digital economy in Russia. Today, we can no longer exist without digitalization, which improves and makes our lives easier, such as the introduction of the electronic system of fast payments (FPS). But with the development of digitalization, cyber fraudsters have also appeared who stole 15.8 billion rubles from Russian citizens from various banks without their consent in 2023. The author proposes methods for protecting electronic payments in the digital system.

Research implications. Digital services are in demand in Russia; they are actively used and developed. Digital services benefit taxpayers by reducing the amount of time spent and requested documents; opportunities for tax and fee evasion. Digital services also have a positive effect on tax authorities – they modernize the tax administration process, thereby reducing the state’s monetary costs. As a result, tax authorities increase the amount of time they spend on solving more complex and ambiguous tasks, transferring routine and monotonous work to digital services. With the introduction of digitalization, tax revenues to the budget system of the Russian Federation have increased, such as, for example, with the introduction of the mobile digital application “My Tax” – an additional 62,517 billion rubles in professional income tax were received by the budget system of the Russian Federation in 2023. The dynamics are shown: the volume of transactions in the fast payment system (FPS); the number of transfers and amounts of purchases made for goods and services by Russian citizens, the number of trade and service enterprises (TSP) accepting payment through the fast payment system.

Abstract

In the context of large-scale digital transformation, the television broadcasting industry is in a continuous innovation process. At the top of technological innovation is artificial intelligence, the tools of which are the most popular intelligent solutions. Their application in the field of television broadcasting ensures fast processing of big data, optimization of information collection processes, content creation and its instant delivery to the consumer.

Aim. Identification, systematization and analysis of the functional capabilities and conceptual features of the use of artificial intelligence tools in the main segments of television broadcasting, development of a conceptual framework for the effective use of artificial intelligence in television broadcasting.

Methodology. The theoretical basis of the study is the scientific works of foreign and media researchers, scientific articles in peer-reviewed and specialized publications, Internet resources. In the course of the study, the methods of included observation, theoretical generalization, comparative analysis, tabular method, empirical methods (the author’s practical experience in television) were used.

Results. The article reveals the similarities and differences between artificial intelligence and human intelligence, updates and systematizes the possibilities of using artificial intelligence tools in television broadcasting. The author defines and structures the main risks and problems associated with the use of artificial intelligence tools in television broadcasting, and offers a set of recommendations for improving the practice of implementing and developing artificial intelligence tools in the broadcasting industry.

Research implications. The scientific novelty of the study lies in the fact that for the first time the principles and conditions for the use of artificial intelligence tools in the broadcasting industry have been formulated, which can serve as a conceptual basis for further media research in this scientific field. The obtained results of the study are of practical significance for all television companies implementing artificial intelligence tools. The article may be useful for media managers, media experts, media researchers, teachers of specialized departments, masters and postgraduate students.

Abstract

Aim. To identify the problems of digital transformation of organizations in the biotechnology sector to the terms of the “Industry 4.0” concept in the context of their innovative development.

Methodology. The research methodology is based on the methods of analysis and synthesis, induction and deduction, diagnostic approach, interpretation of research results and some others, as well as analysis of the theoretical basis of the scientific and expert communities.

Results. Revealed the problems of digital transformation of organizations in the biotechnology sector to the terms of the “Industry 4.0” concept: difficulty in synchronizing and integrating information; regulatory constraints; incompleteness of legislative requirements; the need to ensure cybersecurity; lack of qualified personnel; outdated technological base; resistance to change on the part of employees; high costs; uncertainty in the final results and others. Ways to solve the identified problems have been identified.

Research implications lies in the fact that the authors have identified the problems of digital transformation of organizations in the biotechnology sector to the terms of the “Industry 4.0” concept, as well as identified and justified ways to solve them. The practical significance of the work lies in the possibility of optimizing the existing procedures for the digital transformation of specific organizations in the biotechnology sector of companies, which ultimately determines their accelerated innovative development.
