REGIONAL AND SECTORAL ECONOMY
Aim. Assessing the impact of career tracks on employee motivation and engagement management.
Methodology. In the study a modern scientific toolkit for comprehensive analysis, a situational analysis of the state of employment contracts, and personal files of employees were used. All this makes it possible to understand the most vulnerable places of the company in working with personnel in terms of career management.
Results. Proposals for improving the career management process of employees in the organization are justified. Since in the current conditions of a critical shortage of personnel in the Russian labor market, attracting and retaining valuable workers in the organization are the key tasks of HR services and company managers.
Research implications. lies in the development by the authors of a detailed step-by-step algorithm and various options for introducing career tracks into the structural divisions of the organization. Practices of career movements can be: career tracks, personnel reserve, talent pool, etc.
Aim. The purpose of the research is to develop and systematize the principles of industrial sovereignty, which are the basis for the formation of effective state policy and strategies for the development of domestic industry.
Methodology. The work uses a systematic approach that involves a comprehensive and integrated analysis of all aspects related to the principles of industrial sovereignty.
Results. The scientific novelty of the results obtained lies in the development of a system of principles of industrial sovereignty, such as: the principle of strategic orientation in industry, the principle of industrial consistency, the principle of industrial innovation, the principle of industrial self-sufficiency, the principle of adaptability and flexibility of industry, the principle of import substitution and localization of critical technologies and components in industry, the principle of public-private partnership (PPP) in industry, the principle of staffing in industry.
Research implications. lies in the expansion and development of theories of economic and innovation policy, in the framework of strengthening industrial sovereignty, as well as in the possibility of developing effective measures to ensure industrial sovereignty and, in general, the economic security of the country.
Aim. Substantiation of the concept of social hormesis, identification of mechanisms that can increase the resilience of human resources to environmental stress factors through moderate doses of negative impacts.
Methodology. This review summarizes the views of various scholars on the phenomenon of hormesis and the achievement of personnel antifragility. The author's presentation of the concept of social hormesis is visualized, and mechanisms for increasing human resource resilience to stress are modeled.
Results. A concept of social hormesis has been proposed to ensure personnel antifragility and improve the effectiveness of their management. Proposals have been generated for implementing hormesis principles into HR policies and corporate culture.
Research implications. The author's developments and conclusions have high theoretical and practical significance for the development of the theory of personnel management and the enrichment of the core competencies of enterprises, ensuring their stable progress.
Aim. To consider the impact of artificial intelligence technologies on the sphere of human capital management, to determine its capabilities and prospects, and to assess the nature of its impact.
Methodology. The impact of the use of artificial intelligence technologies is analyzed on the basis of observations, a review of literature from open sources, comparative analysis and generalization, methods of data collection and processing are considered.
Results. The analysis showed that the impact of artificial intelligence technologies on human capital management is fragmented, the methods used are not standardized, and ethical issues have not been resolved.
Research implications. lies in the analysis of the current level of integration of new technologies, determining the potential for the use of artificial intelligence by educational organizations. The roles of participants in the educational process and the impact of technology development on them are classified.
Aim. Analysis of industrial development in small and medium-sized cities, as well as tools for their sustainable development.
Methodology. The methodological basis of the study is based on systemic approaches to the implementation of industrial policy and economic management in small and medium-sized cities. In the course of the work, the following methods were used: analysis, synthesis, induction, deduction, questionnaires, interpretation of the results, as well as graphical, statistical, historical and expert methods.
Results. As a result of the analysis, the factors of growth and factors of degradation of small and medium-sized cities were identified, and key approaches to the development of medium and small cities were formulated.
Research implications. Theoretical significance lies in revealing the theoretical aspects of the development of small and medium-sized cities and ensuring sustainable growth rates.
Aim. Analysis of the effectiveness of monetary policy controlling inflation under conditions of simultaneous demand and supply shocks.
Methodology. The most conventional linear representations of New Keynesian models (AD-AS and IS-LM-PC), bibliographic and qualitative methods of analysis are used.
Results. Under conditions of simultaneous demand and supply shocks, an effective monetary policy aimed at controlling inflation is achieved by a one-time, timely increase in the key rate, as well as by establishing an achievable inflation target, macro and micro prudential restrictions, tightening mandatory liquidity and capital ratios, and increasing the mandatory reserve ratio. At the same time, the key rate raise should have an upper limit and not lead to the accumulation of credit risk in the system.
Research implications. The study provides a theoretical foundation for regulatory recommendations in the field of digital transformation in biotechnology. The practical significance lies in creating conditions for the safe and ethical implementation of digital technologies, as well as in increasing public trust in new biotechnological solutions.
Aim. Development and substantiation of the main directions of development of domestic telemedicine.
Methodology. Consumer experience research in healthcare. Statistical research in the field of telemedicine. Analysis of foreign and domestic experience in the field under consideration. A systematic analysis of the positive and negative aspects of the remote format. Survey of patients and doctors of the Moscow region. The data was collected from various sources, including internal reports from medical institutions and the Ministry of Health of the Moscow Region. The bulk of the information studied was collected from open sources. A comprehensive study of telemedicine, including the limitations and disadvantages of its application.
Results. The main directions of telemedicine development have been developed: active participation of the state and business in expanding areas of reliable Internet coverage, development and implementation of high-performance high-tech diagnostic medical and telecommunications equipment, improving the qualifications of medical personnel and digital literacy of the population. The role of the state consists in legal regulation, development of telecommunications infrastructure, creation of modern medical equipment, training of relevant specialists. The results of the study can be used not only in the Moscow region, but also in other regions of the country.

Aim. The purpose of this study is to develop innovative methodological tools for creating reliable and secure artificial intelligence systems.
Methodology. The study utilized a comprehensive methodology integrating systemic, conceptual, axiological, and interdisciplinary approaches. The author utilized methods of theoretical generalization, comparative analysis, and expert assessments.
Results. This study developed an innovative methodological toolkit based on scientifically sound principles, methods, and approaches for creating artificial intelligence systems.
Research implications. The proposed comprehensive methodological toolkit represents an innovative solution that can serve as the basis for creating and improving artificial intelligence systems with a high degree of reliability and security.
Aim. To examine the current state of living standards in Russia in recent years and the reasons for this situation. To study the key factors influencing the quality of life of Russians across socioeconomic groups using panel data analysis methods.
Methodology. The econometric study was conducted using The Russia Longitudinal Monitoring Survey – Higher School of Economics (RLMS-HSE) data for the period from 2013 to 2024. The selected period allows us to assess not only the general trends of recent years but also the impact of recent economic crises.
Results. The estimates demonstrated the validity of dividing the sample into groups and the differences in assessments of some variables across subgroups. Key differences in quality of life assessments were identified for gender groups, individuals with different levels of education, and those living in urban and rural areas.
Research implications. The obtained results demonstrated differences in quality-of-life assessments between different social groups. Not only socioeconomic characteristics but also the federal district of residence proved significant. The data can be used to formulate state social policy to identify the groups most in need at the regional level.
ECONOMIC THEORY
Aim. To identify structural changes in the consumption of food and non-food products by the Russian population in recent years.
Methodology. The methodology is based on the analysis of the Federal State Statistics Service (Rosstat) data on sales dynamics and changes in consumer preferences in the period from 2000 to 2024.
Results. The analysis showed significant shifts in the consumption structure, including a decrease in the share of traditional food products and an increase in the importance of non-food products such as cosmetics and cars.
Theoretical and/or practical significance. lies in the identification of key trends in consumer behavior, which can be used to predict future changes in the consumer market. The results of the study can contribute to the development of strategies aimed at supporting sustainable consumption and adapting the economy to changing conditions.
