ECONOMIC THEORY
Aim. To identify a set of factors that have a significant impact on political decision-making in the process of managing the national economy with a view to subsequently taking them into account when developing a strategy for socio-economic development for the long term.
Methodology. The theoretical basis of the study was made up of scientific works performed in the field of economic theory, public administration, and jurisprudence. During the study, general scientific methods of cognition (analysis, synthesis, induction, deduction), as well as special scientific methods were used: critical-historical, normative, comparative.
Results. The study established that in geopolitical conditions complicated by economic sanctions and measures taken by the state to overcome them, a significant share in the economy continues to be the extraction and sale of natural resources. At the same time, political management of the economy is carried out on the basis of a large number of adopted concepts (strategies), replacing each other, but not being implemented in full. A number of factors have been identified that complicate the political management of the economy.
Research implications. Based on the study, it was determined that in the current conditions, scientific analysis of economic relations in order to develop a strategy for socio-economic development for the long term must be carried out in their interdependence with spiritual-ideological and political relations as structural elements of the institutional matrix of Russian society. Factors have been identified that influence the procedure for making management decisions in the field of economic development, considering which will allow the planning process to avoid mistakes in the process of developing a strategy for socio-economic development for the long term. The results of the study make a certain contribution to the development of the theory of institutionalism.
Aim. The aim of this work touches on the topic of the use of artificial intelligence (AI) in the modern economy of African countries for economic growth. The relevance of studying the impact of artificial intelligence in attracting investments in the economy is substantiated and the procedure and list of opportunities that can be useful for businesses that plan to invest in African countries with the support of investment promotion agencies are presented.
Methodology. The analysis of the measures taken by African countries to attract foreign direct investment and use it for the economic development of the continent was carried out, and the result of the study was obtained, which shows the importance for the growth of the global economy.
Results. The conclusion is made about the productivity of the use of artificial intelligence, which will simultaneously ensure the profitability of the business and contribute to improving the conjuncture of the host economies of African countries.
Research implications. The importance of this scientific research for the economic growth of African countries and other countries of the world is due to the study of the digital platform in order to attract foreign investors in the implementation of artificial intelligence.
REGIONAL AND SECTORAL ECONOMY
Aim. Disclosure of the modern content of innovative potential of motor transport companies in the context of political and economic changes.
Methodology. Based on the study of the theory and practice of competition in freight road transport, the content of the innovative potential of this method of moving goods, which acts as a modern popular method of increasing its efficiency, has been disclosed.
Results. According to the results of the study, the conditions in which transport companies found themselves under the influence of the political and economic changes that have occurred in recent years, which resulted in the transformation of the traditional composition of competitive advantages that determine their position in the market, have been disclosed.
Research implications. Lies in the justification and disclosure of the composition and structure of the category of innovative potential of a modern motor transport company.
Aim. The study of the foundations of the formation and development of the concept of the socioeconomic phenomenon – the service infrastructure and the definition of its role in the conditions of modern realities of the innovative development of the digital economy.
Methodology. The conducted research was based on content analysis, graphical modeling, application of methods of analysis, synthesis, logical generalization, description, comparison and other methods.
Results. The concepts of “infrastructure”, “service” and “service” have been expanded. The role of the service infrastructure is specified, taking into account the realities of the innovative development of the digital economy. The author’s definition of the service infrastructure phenomenon is proposed.
Research implications lie in clarifying the terminological apparatus, which makes it possible to specify the area of further research. The introduction of the definition of “service infrastructure” into scientific circulation allows us to more fully reveal the concepts of interaction between customers and service providers in the digital economy.
Aim. Study of modern forms and methods of human capital formation in educational institutions.
Methodology. The research methodology is based on the methods of: induction and deduction, content analysis of documents, synthesis, analysis, comparison and some others.
Results. The features of the modern development of the system of special vocational education (SPE) are revealed, the requirements for the growth of the quality of educational services ensuring the growth of human capital are defined, a number of factors ensuring the improvement of the quality of education in this system are presented, the main models of effective cooperation in the educational institution of SPE are defined.
Research implications lies in the fact that the presence of a shortage of personnel in the national economy of the Russian Federation predetermined a change in the management methods of organizations of the SPE system. The necessary growth of human capital is achieved by improving the quality of training of specialists in the SPE system. This allows to mitigate the acute shortage of personnel that has arisen in recent years.
Aim. Development of an innovative approach to determining the level of the university’s performance indicator and potential capabilities based on an assessment of the university’s performance indicators.
Methodology. The study used comparative information analysis, descriptive method, data normalization, and heuristic method.
Results. A methodology has been developed that allows an adequate assessment of the effectiveness of the university. The assessment and analysis of the level of performance of the main universities of the rocket and space industry, which are included in the innovation consortium “Constellation of Roscosmos”, has been carried out. The problem areas in the activities of universities that require the development of solutions have been identified.
Research implications. The proposed innovative approach to determining the level of the performance indicator serves as a starting point for making decisions on adjusting university development plans and for evaluating the quality of higher education received by graduates. The developed comparative assessment of the activities of universities can be used to attract the university to industry research as the sole supplier.
Aim. Evaluation of the available Internet marketing tools and identification of the specifics of their use in the B2B market.
Methodology. The main method is the analysis of scientific publications and content analysis of the use of Internet advertising by enterprises in the B2B sector. The comparison method is used in comparing various tools.
Results. The differences in the use of Internet marketing tools by enterprises in the B2B and B2C sectors have been revealed. In the B2B sector, the main direction of promotion on the Internet, therefore, resources that are not very popular in the B2C sector are used – a corporate website and industry publications. In the future, the development of such areas of Internet marketing as the use of artificial intelligence and the formation of its own business ecosystem is of interest.
Research implications. The differences in the use of Internet marketing tools by enterprises in the B2B and B2C sectors have been revealed. In the B2B sector, the main direction of promotion on
the Internet, therefore, resources that are not very popular in the B2C sector are used – a corporate website and industry publications. In the future, the development of such areas of Internet marketing as the use of artificial intelligence and the formation of its own business ecosystem is of interest.
Aim. The emergence of the modern general-purpose technologies makes it possible to use them effectively in solving practical economic problems, including increasing productivity. In this regard, it is relevant to assess the impact of generative artificial intelligence on industry productivity, which determined the purpose of this work.
Methodology. The modified production function of D. Asemoglu was used as a methodological basis. Based on the meta-analysis, penetration coefficients were obtained for each type of economic activity, and their development trajectories were modeled.
Results. In economic activities where the influence of generative artificial intelligence slightly increases productivity, additional support measures are needed to train and improve the skills of existing employees, which will at least partially offset the personnel deficit in the Russian economy.
Research implications. The theoretical value of the work lies in the development of a methodological basis for analyzing labor productivity. The practical value of the work lies in the formation of recommendations for increasing the growth of industrial output by increasing productivity in the context of the Russian economy.
Aim. The purpose of this study is the need in Russia to introduce a unified real estate tax.
Methodology. Determining the tax base of real estate in foreign countries is based on two commonly used methods, which include the capital value of real estate and income from the property. That is, in the first case, the tax base is determined by the value of the land and all buildings on it, and in the other case, the base is the income received during a certain period by the owner of the property. The article uses the following research methods: theoretical method, classification, comparative analysis.
Results. There are several reasons that support the need for a property tax. First of all, a large part of the local budget is filled by real estate taxation, the proceeds of which go towards creating or updating infrastructure. The real estate tax performs a redistributive function, that is, wealthier citizens with expensive real estate pay a larger tax compared to owners of less valuable real estate. In addition, real estate taxation makes it possible to tax income that cannot be used to calculate income taxes. Having studied both approaches to determining the tax base, we can highlight their advantages and disadvantages. Therefore, the advantage of using capital value as the basis for taxation is that this method is more closely related to the wealth being taxed, which helps to increase the progressivity of the tax system. And the accumulated income method of taxing estates is treated as an additional tax on income, while the other approach is treated as a tax on wealth.
Research implications the features of calculating real estate tax in the USA, Great Britain, and Germany are considered, the relevant regulations are studied, and conclusions are drawn about what elements of foreign taxation systems in the matter of real estate can be introduced into the Russian system of real estate taxation.
