Abstract
Aim. To analyze the reasons for the emergence of academic capitalism, its forms, manifestations and trends of higher school development under the conditions of academic capitalism. Methodology. Research has been conducted on various manifestations of academic capitalism, such as academic entrepreneurship, entrepreneurial University, and the proletarization of academic labor. In their work, the authors use methods of comparative analysis, comparison, generalization and interpretation of research results. Results. The article shows how academic entrepreneurship, commercialization of academic activities change the paradigm of higher school development, the structure of the university, increases the number of professional managers, and strengthens their position in the leadership core. The article reveals the trend of how the desire for economic efficiency leads to reduction in academic freedoms, universities turn into commercial companies (corporations), and academic employees into proletarians of intellectual labor. Research implications. The results of the research contribute to the theoretical understanding of the development of higher education under the conditions of academic capitalism, allow all interested in economic issues to see what academic capitalism is and what prospects for its development are.

Abstract
Aim. To analyze the state of the modern European market for education services. Every year, higher education becomes an increasingly profitable sector of economy, and in this regard, competition between countries for obtaining these cash flows is growing stronger. Thus, the competition of national education systems has become one of the key elements of global competition. Methodology. Analysis was the key research method. Results. The components of a unified educational space are defined. The article describes the European market of education services and analyzes its development trends. Research implications. The practical value of the article lies in the fact that the experience of the European countries to improve the competitiveness of education can be used in solving the problems of modern education in the Russian Federation, in developing strategies for the educational system improvement. This will allow us to conduct a SWOT analysis of the competitiveness of Russian education in the European market of educational services.

Abstract
Aim. To formulate the main motivational factors for the introduction of automated, intelligent, best available techniques for the construction complex (hereinafter BAT). The BAT National Standards have already been introduced into building industry and it is possible to analyze their economic effect. The article also reflects the statistical data testifying to the increase in competitiveness, export attractiveness, modernization, environmental friendliness and resource saving of the industry, which certainly leads to better working and living conditions. Methodology. The analysis of statistical material is carried out (a curve on reducing the cost of residential complex construction and increasing the export activity of building production). The positive consequences of the automated and intelligent analysis of the technologies of the building complex are estimated. Results. The analysis showed that an intelligent automated analysis of the BAT for the construction complex leads to a number of positive changes, such as modernization of enterprises, increase in environmental friendliness, improvement of working conditions, and reduction in the cost of construction. Research Implications. Practical significance of the study is due to the fact that the BAT National Standards dictate the formation of an effective, competitive and environmental model of economic development. The advantage of this model is in its human-oriented character. The BAT standards reduce environmental pollution, strive for energy efficiency, motivate to modernize, promote intellectualization and automation, the result of this policy is to improve the quality of working and living conditions.

Abstract
Aim. To conduct a comprehensive analysis of the problems of synchronization of the stages of marketing research to optimize the assessment of potential market opportunities of innovative products. Methodology. The main problems of organization of marketing research are formalized in order to develop a system of predictive market assessments of innovative products for foresight. Results. The main stages of the process of working with various innovations are systematized, and the structural components of modern marketing research are synchronized. Research implications. The main elements of multicomponent systems of scenarios for the development of an innovative product at the stages of marketing research, as well as mechanisms for scenario planning of market development, are formed. The practical role played by modern marketing research in the development of mechanisms for scenario planning of innovations is identified.

Abstract
Aim. To analyze production cost as a particularly important category in enterprise activities. The cost of production is taken into consideration while pricing products, planning output based on the level of efficiency of its production, forming financial results and finding the ways to reduce it. Methodology. The main aspects of such analysis are considered, namely: the cost of certain types of products in various areas and its structure; the cost of sales; estimation of production costs; costs per 1 ruble of products sold; the impact of economies of scale; factors and reserves of cost reduction by type of products. Results. The methodology of each direction of the analysis and the possible conclusions obtained on its basis are described in detail. The main reasons for changes in the cost of production over time and the possibility of reducing the impact of objective and subjective negative factors are considered. Research implications. The practical significance is due to the fact that the analysis presented in the article can be used by enterprises of various industries in making decisions in the field of commodity policy and implementation of the development strategy for the medium term.

Abstract
Aim. To investigate the impact of methodology for assessing investment attractiveness increase on the formation of a model of socio-economic development of territories. Methodology. The article contains analysis of methods for assessing the investment attractiveness of regions. Results. Disadvantages and advantages of these methods were revealed, their characteristics were compared. Research implications. Taking into account the discussed methods of assessing investment attractiveness, models of social and economic development for various territories are proposed. The relationship between the evaluation methodology and the conditions for creating favorable conditions for increasing the investment attractiveness of the territories is indicated.

Abstract
Aim. The article is aimed at identifying the features of quality management in innovative projects in the field of information technology, based on which the development of methodological approaches and organizational tools for managing the quality planning process and its provision at all stages of the standardized IT project management process. Methodology. In the course of the research, the methods of theoretical and comparative functional analysis and organizational modeling were used. Results. Based on the analysis of the characteristics of innovative IT projects and comparative analysis of the implementation of the quality management function on the stages of the life cycle (LC) of the draft modern methodologies for the management of innovative projects in the field of information technology the proposed integrated methodological approach and its organizational tools for quality management IT project, including the quality of the output product, the quality of work and services, quality management process, IT project. Taking into account the specifics of projects in the field of information technology in the quality management of IT projects is correlated with the stages of the LC of an innovative IT project through appropriate organizational tools. Research implications. The proposed integrated approach to quality management of IT projects complements and develops organizational tools and mechanisms for managing this subject area in the project management methodologies used and can be used by practitioners in the management of innovative projects in the field of information technology.

Abstract
Aim. To analyze current trends in the educational process and the formation of competencies of company employees in the conditions of digitalization of the socio-economic sphere. Methodology. The authors analyzed statistical and analytical data on professional development and additional education through distance technologies. Methods of analysis, comparison, generalization and interpretation of the results were used. Results. The necessity of combining traditional and distance education in the conditions of the fourth industrial revolution is proved. The components of the system of modern education of company personnel are indicated. Research implications. The article emphasizes the importance of combining traditional and distance education, which solves the problem of forming competencies that correspond to the digital economy and the strategic guidelines of economic entities at different levels.

Abstract
Aim. To analyze the features of using modern innovative technologies in the field of marketing in order to increase the competitiveness of industrial enterprises. Methodology. Theoretical and methodological bases of application of modern innovative marketing technologies necessary for the organization of the process of integrated management of competitiveness indicators are highlighted. Results. The key features of modern innovation marketing are defined and its main components are highlighted. The factors influencing the indicators of innovation activity of industrial enterprises are structured. Research implications. It was concluded that innovation is a unique asset that qualitatively affects the main indicators of competitiveness, which, in turn, leads to the emergence of fundamentally new products, services and technologies.

Abstract
Aim. To investigate the morphological description of classical clusters to build a mental model of synergy manifested in the integration of organizations. Methodology. The authors revealed the specifics of the cluster approach along with other approaches to managing relations between organizations in terms of implementing joint activities aimed at increasing the potential of each of the organizations included in the cluster and the cluster as a whole. During the study, methods of observation, generalization, interpretation of results and graphical modeling were applied. Results. Based on the results of the study, the authors constructed a mental map of the cluster synergy, reflecting the elements of emergence, managerial and structural synergies, as well as the elements of relationships between cluster members, its features, types of interaction in the cluster and elements of the cluster effect. Research implications. The research results contribute to the systematization of knowledge about the content and manifestation of such a significant characteristic of the cluster as the manifestation of synergy in the process of integration of organizations and their subsequent joint activities.

Abstract
Aim. To explore the topical issue of regional transport infrastructure development. The development of transport infrastructure and its modernization require significant amounts of investment. The growth of socio-economic processes, the rise of living standards of the population led to a rapid increase in the number of passenger transport used. Development of construction in the regions, consolidation of residential areas, implies improvement and development of transport and social infrastructure, transport situation. Methodology. A review of domestic and foreign statistical material for the development of transport infrastructure was carried out. The impact of modern information technologies used to improve the quality and safety of transport was estimated. Results. Based on the grouped initial data, the authors proposed the structure of the forecast transport model. Using foreign experience, when planning transport flows of infrastructure, it is proposed to use intelligent transport automated ITS systems. Research implications. The theoretical significance of the article is that the analysis of socio-economic processes revealed a significant rise in the standard of living of the population, which leads to a rapid increase in the number of passenger transport used. For this purpose, a forecast model for optimal development of transport infrastructure and use of territories is proposed. The practical significance is that using foreign experience, when planning transport flows of infrastructure, intelligent transport systems ITS can be used, which will improve the efficiency and safety of urban transport.

Abstract
Aim. To perform a study of the features of the management of high-tech science-intensive enterprises innovative activities, as a set of important provisions based on their goals, mission and development plans. Methodology. The author analyzed the features of the management of high-tech science-intensive enterprises innovative activities, taking into account the influence of external and internal environment. During the study, analytical methods of comparative analysis and data generalization were used, as well as synthesis and induction to formulate conclusions. Results. It was revealed that innovative activity is successful only when its management is regulated by a whole set of the most important provisions. They include principles and rules, the functions of their practical implementation, relevant methods and tools. It is determined that such multi-level management should provide an appropriate organizational and economic mechanism, the capabilities of which will ensure the success of innovative activities by high-tech science-intensive enterprises. Research implications. The practical significance of the study lies in the fact that the presented theoretical and methodological features of innovation management will undoubtedly allow high-tech science-intensive enterprises to achieve significant success in the creation and commercialization of innovations, an adequate response to environmental challenges.

Abstract
Aim. To identify socio-cultural features of innovative territorial development exemplified by individual subjects of the Russian Federation. Methodology. A comparative analysis of two constituent entities of the Russian Federation was conducted to study: legislation, ratings and indices, statistics, news feeds of regional information portals. The main methods of the study are: observation, generalization, analysis and comparison. Results. The results of the study revealed sociocultural features and patterns of innovative development of two distant from each other regions, with significant traits of the local residents’ characters capable of predetermining the path of innovative development of the territory, its success and future prospects being identified. Research implications. The research results contribute to the theory of innovative regional development and can be used while working on a concept/strategy of socio-economic and innovative development of a constituent entity of the Russian Federation.

Abstract
Aim. To consider the key features of the process of developing and applying a multi-component marketing model for organizing research activities in order to optimize economic costs and commercialization indicators. Methodology. The authors considered theoretical and methodological foundations related to the development of research models for modern high-tech enterprises in order to develop a synthesized model for organizing research and development with the inclusion of a marketing complex in its basis. Results. The article presents a model of marketing organization of research processes to optimize the formation of groups of economic and production costs and financial indicators. Research implications. A marketing model has been developed for the organization of research activities. The main advantages of using the marketing model are defined. The article presents the content structure of the proposed multicomponent marketing model for the organization of research works. A variant of modification of the multicomponent marketing model of scientific and technological innovations according to the specifics of the organization of research works is proposed.
