In this article the author examines the theory of the life cycle of organizations through the prism of a general scientific approach to the problem of organizing and economic development. The author analyzed different points of view on the nature of cycling and concluded that it is an objective factor that defines the process of organizational systems. During the research the author comes to the conclusion that the theory of life cycle allows you to isolate the components that contribute to the changes, and therefore the ability of the organization to adapt when the criterion of flexibility in the management becomes the main. According to the author, the view on the organization through the prism of development cycles allows you to identify more accurately its values and orientation, to concretize the challenges facing the organization, as well as the peculiarities of management approaches and staffing.

The article analyzes domestic banking sector acting as an individual structural component of the financial infrastructure. The dynamics of development of banking sector under the conditions financial crisis is presented. The main factors affecting the effective functioning of the banking sector are presented. The structure of assets and financial indicators of the banking sector are considered. The main directions of increasing the efficiency of the banking sector are shown in correlation with the tasks of raising the quality of services and providing high level of banking system stability.

The article considers the theoretical and methodological aspects of the formation and development of the national innovation system on the basis of effective integration of scientific and educational sectors of the socio-economic system. The concept of national innovation system is introduced with the focus on its structure, functions, relations to state innovation policy, the contents of different types of information and knowledge floods. The administrative and legal preconditions are analyzed as well as the existing forms of intergrational processes in science and education including the assessment of the latter's efficiency. A new type of scientific-educational centers is substantiated - InterUniversity Centres (ICs).

The article considers the importance of manufacturing in the formation and development of both society and the individual. The problematic issue - whether the economic management is a function of humans or of economy - is being investigated in a philosophical and economic vein. The author examines a dialectical unity of morality and will, the significance of production in the development of both society and individuals. Economic efficiency of production is to a certain extent determined by the development of industrial relations. The industrial relations in their turn are mediated by the standard of optimization of the interests of production subjects.

The article considers the economic activity of the Old Believers which played a key role in economic development of Russia in late 18th - early 20th centuries in comparison with the similar modern processes. The author especially focuses on such features of the Old Believers' entrepreneurship, their culture of production, consumption and distribution as asceticism, hardworking, economizing, mutual trust and social service. The study of the Old Believers' activity is quite urgent as it gives the clue to how the 19th century Russia was economically and technologically modernized.

The article analyzes the equilibrium formula of monetary market which is propagated in economic theory courses. The author argues that the initial concepts of money supply and demand with which the theory of monetary market equilibrium operates are incorrect and cannot serve as the basis for describing the forms of interrelations of macro variables and market movement from one state of non-equilibrium to another. The arguments against these monetary theory concepts lie in Marx's theory, which states that money market equilibrium is unattainable.

The article analyzes the main directions of managing companies' participation in the pension system, i.e. obligatory pension insurance (management of pension savings funds received from non-state pension funds /NPF/ and the Pension Fund of the Russian Federation /PFR/ by trust agreements) and in non-state pension provision (management of pension reserves for trust agreements with the NPF). The article concludes that despite positive trends related to the participation of managing companies in the pension system (for example, an increase in the volume of assets transferred to managing companies by NPF and PFR), there is a number of challenges including the uncertainty as far as the funded part of pension is concerned.

The article is devoted to the development of strategic planning in the field of public administration. The author considers the problems of socio-economic development the solution of which should be based on the principles of strategic planning. Various forms and methods of budget planning preceding strategic budget planning are studied, such as budget forecasting and planning, directive, indicative, perspective financial planning, long-term and medium-term budgetary programming. The scheme forming a budgetary strategy of various budget levels is proposed.

The increase in leisure time of society and individual is considered by modern economic science as not only an important result of production, but also one of its limited resources. The expansion of non-material production, the increase in non-production functions in the material production turn the part of earlier leisure time into employees' working hours. The crucial role of leisure time in the life of all social layers makes it necessary to identify its growth factors including the effective use of working time. The article considers three groups of factors influencing the growth of leisure time with basic economic agents: state, companies, households, employers and employees.

The article considers elements of steady financing of investment projects in objects of environmental management. The types of stability, features of investment in development of environmental protection projects, the main strategies and mechanisms of implementation of investment projects of environmental management are identified. The author presented the methods of public administration in environmental policy and the structure of the mechanism of implementing investment projects of environmental management abroad which effectively influence environmental protection. Some recommendations for state policy regulation of financing environmental management projects are made.

The article considers the social and economic nature of expenses and results being shaped in the course of production and an educational services exchange. The main problems of defining the category «efficiency» caused by a dual nature of educational service as public and as the market benefit are revealed. The difficulties facing theorists and expert economists at determination of the overall performance of educational institutions and education system as a whole are noted. The author critically analyzed the league tables of the Ministry of Education and Science of the Russian federation which aroused debates in Russian scientific community. The article provides some criteria to optimize the system of assessing the efficiency of educational services.

This article argues the necessity of developing a controlling system for metalworking industry including a sub-system for risk managing and minimizing as a business concept of management. The types, nature and factors of risks for metalworking industry are considered, among which the technological and financial risks are of primary importance, as crucial elements of the controlling system of metalworking industry. The principles of building a risk controlling service of metalworking industry are suggested.

The article considers the peculiarities of labour organization in the sphere of Development and presents the results of studying the system of business organization in Development and investment and construction projects boosting. The connection is shown between the quality and efficiency of the staff performance and successful accomplishment of developer company projects. The system of a developer company staff stimulating has been designed to raise working efficiency.

The article considers business enterprise culture as a factor of enterprise environment development. The authors review the concepts of «business culture» in academic literature and identify its essential signs. The analysis has been made of the dynamics of business activity in Russian in general and in Perm in particular. A survey has been conducted among the Perm enterprise managers who presented their views on business environment at their working places. The survey results revealed some common problems of business enterprise culture, which allows the authors to make some recommendations about improving the situation in the city of Perm.

The article describes the basic methods and directions to regulate the values of market supply of an industrial enterprise: direct increase in market supply value for consumers; increase in efficiency of supporting activities necessary for enterprise functioning; reduction of total company costs by minimizing or complete liquidation of processes and operations which do not comply with company's general objectives. The analysis of the mentioned methods and directions allows the author of making a conclusion that in spite of their universal character they need to be adapted to specific economic activity, current market situation and the stage of the living cycle of a particular product and company itself.
